Regular Schedule: 40 hours per week

Vacancies exist in the Department of Public Works, Bureau of Solid Waste Management.

A list of eligible applicants will be established based on the examination as outlined below.

Current and future vacancies occurring in this classification may be filled from the list of eligible applicants.


Examples of Duties:


Under general supervision, operates various types of heavy construction equipment used in the operation of the County landfill and transfer stations.


Examples of Essential Duties

  • Operates heavy construction equipment such as large power shovels, scrapers/pans, trackloaders, excavators, bulldozers, trash compactors, and articulating trucks to excavate, move, and grade earth or trash.
  • Operates equipment used in the processing of yard waste such as a tub grinder, material screening machinery, compost wind row turner, large wheel loaders, and excavators.
  • Operates equipment used in the transferring of refuse material such as yard jockey trucks, large wheel loaders, track excavators and wheeled excavators.
  • Performs routine preventative maintenance on heavy construction equipment such as replacing belts, wear teeth, and greasing/oiling equipment.
  • Clears land for cell excavation or borrow material.
  • Maintains roadways.
  • Operates a tractor trailer truck to haul and dispose of leachate.
  • Participates in safety related training in the handling of hazardous materials and other types of training.

Examples of Other Duties

  • Loads and unloads materials to and from carriers.
  • Assists mechanics in major repairs on equipment.
  • Plows roads during snow emergencies.
  • Performs other related duties as required.

Qualifications:


Required Qualifications
One year's experience in the operation of heavy construction equipment as listed in the examples of essential duties.


Knowledge, Skills, and Abilities (Entry Level)

  • Knowledge of the operation and function of heavy construction equipment as listed above.
  • Knowledge of maintenance requirements of vehicles and equipment.
  • Ability to operate tools and equipment appropriately and in a safe manner.
  • Ability to make minor or routine repairs and adjustments to heavy construction equipment.
  • Ability to understand and follow instructions.

Knowledge, Skills, and Abilities (Full Performance)

  • Thorough knowledge of the operation and function of heavy construction equipment used on the landfill and transfer stations.
  • Thorough knowledge of maintenance requirements of vehicles and equipment.
  • Knowledge of applicable safety procedures.
  • Knowledge of County and departmental rules and regulations.
  • Skills in the safe and appropriate operation of tools and equipment.
  • Skills in making routine repairs and adjustments to heavy construction equipment.

Licenses and Certificates

Possession of a valid driver's license equivalent to a non-commercial class C Maryland driver's license is required at the time of appointment.


  • Some positions may require possession of a valid driver's license equivalent to a commercial, class B Maryland driver's license and a current Medical Examiner's Certificate in accordance with Federal Motor Carrier Safety Regulations. (License may require endorsements and/or the absence of certain restrictions.)
Out of state applicants should attach a current copy (within 30 days) of your driving record.


EXAMINATION PROCEDURE

Conditions of Employment:


Physical and Environmental Conditions

The work of this classification entails the performance of heavy physical labor including bending, stooping, lifting, and carrying heavy objects, and the operation of vehicles, tools, and heavy landfill equipment.

The work requires exposure to potentially hazardous materials and conditions, including adverse weather conditions, uneven terrain, and steep slopes.


Medical Examination and Employment Background Investigation

Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to a criminal background, education certification and fingerprint checks.
