    Summary


    This Physician, Open Continuous Announcement, allows acceptance of applications for Family Practice Physicians throughout the year; eligible applicants are referred for consideration when vacancies occur.

    The incumbent will be a member of a health care team at one of the hospitals or health care centers located within the Oklahoma City Area IHS.

    This position has no promotion potential and will be filled at either the GS-13 or GS-14 grade level with no promotion potential for either grade.

    • Provides direct medical services including diagnostic, preventive and therapeutic services within specialty, training, education and experience.
    • Patients served cover all age groups - pediatric, adolescent, adult, and geriatric.

    This is a designated position covered by Public Law , requiring contact or control over Indian children.

    Measles and Rubella immunization required for selectees born after 1957 and seasonal influenza immunization is required for all staff working in Indian Health Service health care facilities.

    Qualifications


    To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.


    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social).

    BASIC REQUIREMENTS:

    Degree:
    Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada.

    Your degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S.

    Department of Education at the time the degree was obtained.

    Degree from Foreign Medical School:

    A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States.

    Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S.

    Medical Licensing Examination.


    AND

    Physician License:

    Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.


    AND

    Graduate Training:


    Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training.

    For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada.

    Descriptions of such programs are described below.


    • An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., family medicine, internal medicine, or pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).
    • A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (AMA) or Accreditation Council for Graduate Medical Education (ACGME).
    • A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.
    In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.


    MINIMUM QUALIFICATIONS:
    Selective Placement Factor

    Applicants applying in a specialty must meet one of the following as an approved agency-wide selective placement factor. This is part of the minimum requirements to qualify for the position.

    Board Certified in the Specialty for which the applicant is applying.

    OR


    Active Registrant of the Board (Board Eligible - completion of residency within 7 years) in the Specialty to which the applicant is applying.

    Your resume must also demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:


    NOTE:
    Candidates can apply within nine (9) months of meeting the residency program requirements.

    However, evidence of meeting the basic requirements and minimum qualifications must be provided and verified prior to entrance on duty.

    GS-13: Applicants must have at least three (3) years of equivalent experience in the specialty of the position to be filled;

    OR Completion of three (3) years of graduate training (internship, residency or fellowship program) in the specialty of the position to be filled;


    OR A combination of experience and equivalent graduate training (internship, residency, or fellowship program) in the specialty of the position to be filled that when combined total at least three (3) years.

    GS-14: Applicants must have at least four (4) years of equivalent experience in the specialty of the position to be filled;


    OR Completion of four (4) years of graduate training (internship, residency or fellowship program) in the specialty of the position to be filled.


    OR A combination of experience and equivalent graduate training (internship, residency, or fellowship program) in the specialty of the position to be filled that when combined total at least four (4) years.

    Per IHS policy (SGM IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask and regular testing for COVID-19 will be required.

    Your Human Resources Specialist will provide a list of documents acceptable as vaccination proof and instructions on how to submit your vaccination documentation or how to request a medical or religious exemption, if needed.


    Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.

    IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service.

    This credited service can be used in determining the rate at which they earn annual leave.

    This position may be covered by a Bargaining Unit.

    Recruitment or relocation incentives may be authorized. At least a 1 year service agreement will be required.

    Market Pay may be pro-rated dependent upon work schedule and total hours worked. Incumbents on a part-time work schedule must work at least 20 hours per pay period. Market Pay is not offered to Commissioned Officers.
