    HSCPC Director of Patient Care Services - Washington, United States - Children's National Hospital

    Description
    Responsible for the overall administration of all patient care areas within the organization. The Dir Patient Services is accountable to develop, monitor, and maintain standards and practices that enhance Patient Care Services programs. He/She is responsible for achieving stability in the quality, service and fiscal management of each area.

    Qualifications:
    Minimum Education
    Bachelor's Degree BSN from accredited School of Nursing. (Required)
    Master's Degree in Nursing, Public Health or related area. (Preferred)

    Minimum Work Experience
    5 years of progressive administrative management experience in a hospital. (Required)

    Required Skills/Knowledge
    Extensive knowledge of District of Columbia's and federal regulations and TJC accreditation related to a health care organization.
    Proficient in the use of a personal computer including spreadsheet analysis, presentation graphics and word processing.
    Ability to communicate effectively with individuals and groups at all levels of the organization, patients, families and external individuals, groups and agencies.
    Demonstrated interpersonal skills that foster successful working relationships at all levels in an organization.
    Ability to manage multiple priorities and make appropriate decisions to assure completion of tasks on time.
    Demonstrate flexibility and willingness to undertake new responsibilities as assigned.
    Appropriate professional demeanor to represent HSC to internal and external constituents.
    Ability to work under stress.
    Ability to solve problems of a complex nature
    Ability to multitask.

    Required Licenses and Certifications
    Registered Nurse in District of Columbia Current and valid nursing license in District of Columbia. (Required)

    Job Functions
    Essential job duties:
    • Effectively recruits, hires, assigns work to, schedules, develops and evaluates staff.
    • Conducts regular meetings with staff. Ensures that staff expectations are consistent with the goals of the company and the system. Builds relationships with staff and works towards creating a service culture.
    • Provides administrative oversight to departmental directors to ensure the effective planning, organization, direction, coordination, and evaluation of all assigned departments and functions.
    • Delineates organizational functions and responsibilities, delegates duties, and establishes formal means of accountability for department heads.
    • Establishes performance and productivity standards, reviews compliance, and works with department heads to implement required improvements.
    • Works with department heads to develop goals and objectives, design and implement changes, and pursue effective strategies to improve the operational efficiency and effectiveness of the organization.
    • Solicits ideas/suggestions from staff and shares information regarding department, organization and system activities.
    • Responsible for ensuring that staff members are aware of scheduled in-services and meetings. Takes reasonable steps to ensure that staff members are able to attend.
    • Takes reasonable steps to ensure that staff members are able to satisfy their mandatory requirements.
    • Develops and nurtures cooperative inter-departmental relationships and communications of a broad scope throughout the HSC Health Care System and with Individuals external to the HSC Health Care System.
    • Ensures that all performance appraisals in area(s) of responsibility are completed accurately, thoroughly, fairly and in support of organizational philosophy and goals, and are submitted by duo date.
    • Schedules work, and evaluates performance, in relation to department objectives and established standards.
    • Effectively supervises all assigned staff in the performance of their daily work and ensures overall timeliness and accuracy of department functions.
    • Effectively deals with under-performing employees. Communicates clear expectations.
    • Sets performance goals that are measurable and consistent with the mission, vision, values and strategic objectives of the organization.
    • Periodically reviews and analyzes department and/or team workflow and makes adjustments to maximize productivity and improve customer service.
    • Effectively facilitates the orientation/training/cross training of employees to meet individual and departmental needs. Responsible for the development of orientation programs, and in-service education programs for all area(s) of the department and other departments that interface with the department. Provides input and guidance regarding program content, education needs, and requirements as necessary.
    • Initiates, authorizes and/or recommends or delegates authority as appropriate for salary changes, promotions, transfers, discipline, termination, vacation schedules, leave of absence, performance appraisals and other personnel action in coordination with HR and in accordance with established hospital policy.
    • Discusses and effectively resolves employee relations issues, including grievances as appropriate, according to established HR procedures.
    • Regularly communicates with staff, reinforcing the organization's mission, vision and values. Objectively interprets company and system policy to staff.
    • Meets as needed with other departments to resolve issues.
    • Applies personnel policies in a consistent, fair and equitable manner.
    • Delegates responsibilities as appropriate. Designates the appropriate individuals) to fulfill duties in case of absence and informs designee(s) of responsibilities.
    • Develops, secures approval of and administers a budget, (including a capital budget), that provides for the attainment of agreed upon goals and objectives in accordance with approved plans, and providing efficient and cost effective utilization of resources.
    • Meets 100% of controllable budget goals.
    • Provides oversight and direction to department managers to ensure the accurate preparation of operational budgets based on actual cost studies, expenditure estimates, and operational familiarity. Monitors and recommends adjustments during the year to ensure attainment of budgetary goals.
    • Determines necessary starting requirements.
    • Effectively oversees and monitors staff and department productivity through appropriate statistical tools in consultation with the CEONP/Administrative Director, CFO and other appropriate individuals. Directs the preparation of departmental records as well as special and recurring reports. Provides analysis of these reports as appropriate and as related to department(s).
    • Effectively budgets and plans for necessary supplies, equipment, resources, and facility space. Budget requests are reasonable and justified.
    • Effectively oversees supply and equipment inventory. Assures an adequate but not excessive inventory of supplies is maintained.
    • Ensures that area(s) of responsibility is compliant with any and all contract requirements.
    • Creates special and/or recurring financial/accounting/billing/staffing/reports as needed/requested for area (s) of responsibility.
    • Develops and maintains strong and harmonious working relationships with other members of the senior management team that result in efficient and effective leadership and management of the System.
    • Uses own time and the time of others wisely.
    • Maintains current knowledge in present area(s) of responsibility (i.e., self-education, attends ongoing educational programs).
    • Maintains current understanding and knowledge of management and leadership techniques and skills. Attends meetings, presentations, conferences, and reads related literature necessary to fulfill these responsibilities.
    • Maintains current licensure(s)/certification(s).
    • Demonstrates responsibility for his/her own professional standard of practice/scope of responsibility.
    • Demonstrates competency at all levels in providing care to all patient populations served based on age, sex, weight and demonstrated needs. For non-clinical areas, has attended training and demonstrates usage of age- specific customer service skills.
    • Develops and maintains appropriate contacts with various professional organizations, individuals, peers, etc. to share information and best practices and represents hospital at meetings of the same.
    • Ensures staff and department compliance with organization, local, state, and federal laws, regulations, standards, and requirements of regulatory and accreditation agencies and contractual arrangements (e.g. grants), including those governing professional practice. Assumes responsibility for meeting requirements specified by JCAHO/DOH and other relevant regulatory agencies and organizations.
    • Effectively oversees preparations for surveys, administrative review and/or peer reviews and maintain standards and procedures which comply with licensure and accreditation requirements. Takes corrective action required as a result of survey/review findings.
    • Oversees the development and implementation of department policies and procedures. Ensures that they are consistent with company and system policies.
    • Effectively oversees the updating of policy, procedure, and training manuals in area(s) of responsibility.
    • Effectively participates in Quality/Performance Improvement (QI/PI) programs in collaboration with supervisor. Bases QI/PI plan decisions on trends and needs, and seeks staff input. Ensures that appropriate tools are in place to achieve QI/PI goals.
    • Prepares and reports the performance indicators for area(s) of responsibility to their supervisor.
    • Reports recommendations for improving organizational/personnel performance to supervisor.
    • Maintains a number of rotating and permanent committee memberships, participates in PI/QI teams/activities as appropriate, and actively participates in the development of a wide variety of policies and procedures, as requested.
    • Achieves positive results in all reviews done by accrediting, governmental review and managed care organizations to which company and system are responsible.
    • Ensures that staff is familiar with the organization and department safety plan and executes all job responsibilities in a safe and efficient manner.
    • Ensures that staff is familiar with QI/PI concepts and practices and participate in QI/PI activities as needed.
    • Accomplishes, or has made agreed upon progress towards, more than 80% of planned goals and tactics, as well as goals developed during the evaluation period.
    • Effectively implements appropriate goals and tactics to the staff level for current fiscal year in area(s) of responsibility.
    • Actively participates as appropriate with other HSC Health Care System senior management in organizational strategic planning and development of partnerships, contracts and affiliations.
    • Actively participates with other members of leadership in creating strategic plans for their area(s) of responsibility.
    • Anticipates the ways that changes in area(s) of responsibility may affect other area(s) of the organization. Involves as appropriate potentially affected stakeholders throughout the HSC Health Care System in the planning of new initiatives. Involves external stakeholders in planning for new initiatives as appropriate.
    • Ensures that department-specific Initiatives are consistently on track.
    • Establishes and maintains processes to review, evaluate and assure all current and planned programs and assigned areas are in compliance with HSC standards and policies. Assures that patient care standards are met in all areas.
    • Provides general direction to Nurse Managers, and is responsible for assuring compliance to and the integrity of processes for the conduct of HSC nursing affairs including but not limited to development of patient care and nursing service plans, policies, procedures, goals and objectives, professional certification, peer review, disciplinary actions and the quality assurance/ improvement initiatives for nursing services.
    • Oversees and establishes a nursing philosophy and structure that guides overall working pattern and style by which the nursing practice with patients, physicians, the Chief Medical Officer, Physician/Clinical Department Leaders, and other hospital divisions and departments.
    • Develops and implements goals, objectives, strategies, and business plans for HSC's clinical departments.
    • Ensures the effectiveness and appropriate delivery of clinical services in the areas managed and resolves conflicts in clinical policies, access, and operations.
    • Coordinates and works closely with HSC's Chief Medical Officer to assure collaborative quality clinical care to others.
    • Coordinates the development of clinical protocols and standards of practice to promote efficiency and improved outcomes.
    • Effectively leads the development, implementation and continuous improvement of care delivery models and services. Identifies opportunities for the re-design of patient care programs and multidisciplinary services that improve outcomes and/or efficiency.
    • Ensures that nursing resources (financial, human, and material) are sufficient to provide appropriate levels of nursing care. Promotes patient safety by effectively monitoring staffing ratios, maintenance needs, working with risk management and quality improvement, etc.
    • Consistently performs at a strategic level in area(s) of responsibility and creates strategic vision and future direction for area(s) of responsibility.
    • Anticipates questions of the Board and its committees and prepares responses for them. Establishes and maintains processes to review, evaluate and assure all current and planned programs and assigned areas are in compliance with HSC standards and policies. Assures that patient care standards are met in all areas of the Medical Center where nursing is practiced.
    • Attends necessary mandatory in-services and staff/leadership meetings.
    • Completes all job functions as per departmental policies and procedures.
