Responsibilities:


  • Provides policy and enforcement analysis, guidance, and consistent technical assistance to Labor Conciliators in the division, as well as employers, business agents and other interested parties who seek IDOL assistance in enforcement of and compliance with the Prevailing Wage Act, Employee Classification Act, IL WARN Act, VESSA, Employee Sick Leave Act, Preference Act, State Construction - Female and Minority Survey State Services Prevailing Wage Survey, Personnel Records Review Act, Whistleblower-Child Care Act, Whistleblower-EPA Act and other program mandates.
  • Manages the labor law enforcement program activities. Implementing policy and procedures. Serves as Assistant Division Manager of the Conciliation and Mediation Division implementing and evaluating goals and
objectives and policies and procedures for the Division. Implements and evaluates the division's goals, objectives, policies and procedures and assists with budget preparation and expenditures. Participates in resolution of administrative issues, recommends solutions, and assists in implementation. Serves as manager of the Conciliation and Mediation Division in the manager's absence.

3., Serves as full-line supervisor. Assigns and reviews work. Provides guidance and training to assigned staff. Counsels staff regarding work performance. Reassigns staff to meet day-to-day operating needs. Establishes annual goals and objectives. Approves time off. Adjusts first-level grievances. Effectively recommends and imposes discipline up to and including discharge. Prepares and signs performance evaluations. Determines and recommends staffing needs.


  • Coordinates the division's fiscal tracking process. Develops and monitors processes and procedures to ensure that Labor Conciliators track awards, payments, and fines to determine accurate account balances for various reporting requirements. Develops, implements and reviews systems for tracking/monitoring payment and fee collection. Coordinates with the Office of Attorney General on cases and settlements. Coordinates with other governmental agencies on overlapping issues.
  • Investigates complaints and alleged violations of laws enforced by the division. Conducts investigations necessary for ensuring compliance with and enforcement of the Prevailing Wage Act, Employee Classification Act, IL WARN Act, VESSA, Employee Sick Leave Act, Preference Act, State Construction - Female and Minority Survey State Services Prevailing Wage Survey, Personnel Records Review Act, Whistleblower-Child Care Act, Whistleblower-EPA Act and other program mandates. Collects and analyzes data to prepare report of findings and issues recommendations.
  • Represents the agency at meetings with community groups, advocates, interest groups, and government agencies. Travels to community meetings, events, and conferences to conduct trainings, share information, and provide guidance to government agencies, community groups, and other community stakeholders. Prepares and delivers presentations to organizations to promote the mission of the agency and awareness of the laws the agency enforces.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications:


  • Requires knowledge, skill, and mental development equivalent to completion of 4 years of college, preferably with courses in business, public administration.
  • Requires prior experience equivalent to 3 years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications:

1.

2 years of experience conducting investigations of possible violations of labor, civil rights, human rights, human resources, or other complex laws and rules.

2. 2 years of experience with mediation, settlement, and preparing cases for litigation.
3. 2 years of experience working with state and federal labor, civil rights, or human rights laws.
