We are currently seeking applicants to join our team as the Employee Engagement Officer. This role serves the agency in the following ways:

    Collaborates with executive leadership to define and translate a culture that respects and empowers employees; champions and cultivates core values that enable a workplace that is positive, connected, and engaging

    Focuses on optimizing and planning people-centered activities such as talent acquisition, talent management, performance management, and professional development

    Designs a stellar people experience, right from initial application to hiring, onboarding, and throughout the employee lifecycle

    Develops and implements strategies and programs that enhance the employee experience; manages the strategy of building and retaining an exceptional talent base; thinks strategically about employee recruiting, hiring, and retention

    Conducts executive coaching and leadership training; gathers feedback on employee wellness and productivity to inform culture strategies

    Provides learning and development opportunities; organizes skill development programs to enhance the growth of employees; assists in developing succession planning

    POSITION DESCRIPTION: This position is responsible for administering all aspects of the Organizational Development Office (ODO). Serves as the chief advocate and spokesperson for all programs and processes within the Training Management & Design Unit, Policy & Process Management Unit, Talent Engagement & Support Unit, Change Management Unit, and Multimedia Unit. Provides internal quality consultation to senior management on all matters related to the administration, implementation, and continuous improvement of enterprise Department initiatives.

    Supervises employees spending majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees work. Supervises the development, administration and coordination of guidelines, policies, procedures, annual and long-term training plans, and budget related to all Organizational Development functions. Consults with senior management and develops relationships with managers, supervisors, and employees to foster a continuous learning environment within the department.

    Work with management to define and translate a culture that respects and empowers employees; champion and cultivate core agency values that enable a workplace that is positive, connected, and engaging; Focus on optimizing and planning people-centered activities such as talent acquisition, talent management, performance management, and professional development; Design a stellar people experience, right from initial application to hiring, onboarding, and throughout the employee lifecycle.

    Develop and implement strategies and programs that enhance the employee experience; manage the strategy of building and retaining an exceptional talent base; think strategically about employee recruiting, hiring, and retention; Optimize the use of people analytics software to manage talent; analyze and present data on employee engagement levels.

    Conduct executive coaching and leadership training; gather feedback on employee wellness and productivity to inform culture strategies; implement solutions that elevate work performance and boost productivity; Utilize tools to connect and communicate with employees, recognize achievements, and provide professional development opportunities; provide fair and meaningful recognition; Provide learning and development opportunities; organize skill development programs to enhance the growth of employees; assist in developing succession planning; Assist with onboarding recognition; establish and maintain on and off-boarding strategies.

    Consults with industry and government leaders to adopt best practices demonstrated by the private sector and other state agencies; ensures that the Department's progress is charted and evaluated; research, develop and implement innovative solutions to improve business operations and practices. Acts as an engaged participant on committees and boards related to those topics that can further develop the Department.

    KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of change management principles. Knowledge of conflict resolution techniques. Knowledge of theories and practices of effective supervision, management, and leadership. Knowledge of principles and processes involved in business and organizational planning, coordination, and execution. Knowledge of quality management, assessment, and analytical process and practices. Knowledge of industry concepts and practices relating to adult learning theories and instructional design. Skills in strategic planning, program development and project management. Skill in providing presentations, consultations services, and training programs. Skill in developing standardized processes and procedures. Skill in producing and organizing supporting materials. Skill in using Microsoft Suite; including but not limited to Word, Excel, PowerPoint, SharePoint, etc. Skill in working in a dynamic environment that requires critical thinking and strong analytical skills. Skill in effective communication; both verbal and written and establishing and maintaining effective working relationships. Skills in event and program planning and coordination. Ability to be flexible and adjust to changing environments and work processes. Ability to plan, prioritize, and complete complex work assignments. Ability to facilitate and coordinate meetings, workshops, conferences, etc. Ability to work independently and as a team. Ability to research, identify, and implement innovative solutions.
