    The State Judicial Outreach Liaison (SJOL) position provides support and education on impaired driving and other highway safety issues to courts and judges in the State of Maryland.

    The SJOL will improve judicial community outreach and promote confidence and trust in the judiciary.

    While remaining independent and impartial, the SJOL serves as a statewide resource for the judiciary and other members of the highway safety community dealing with highway-safety-related court cases, particularly cases involving impaired driving.

    The duties of the SJOL include serving as an educator, writer, community outreach advocate, consultant, and liaison, regarding impaired driving and other traffic issues for the Maryland Highway Safety Office (MHSO).

    The SJOL will work with the MHSO, Judicial Fellows, Regional JOLs (RJOLs), and NHTSA COR throughout the year to accomplish established goals.

    The SJOL will work directly with the Impaired Driving Prevention Program Manager for the MHSO. The SJOL will travel throughout Maryland providing training, technical assistance, and coordinating with other criminal justice professionals.

    Key Responsibilities:

    Planning, Preparation, and advising:

    • Develop a thorough understanding of national and state judicial education programs available on the topics of impaired driving, the judicial serving organizations of Maryland and an understanding of initiatives and programs of MHSO relating to the judiciary. Develop a thorough understanding of traffic safety education programs and initiatives from other entities.
    • Work with the MHSO to review and determine areas of concern that need to be addressed in Maryland.
    • Contact and establish a working relationship with MHSO Personnel, Regional JOL, State Judicial Educator, State Drug Court Coordinator, and others within Maryland.
    • Develop a familiarity with key resources, such as data systems, research, and partner organizations.
    • Develop a proposed work plan based on target activities defined above.
    • Identify issues of concern to judges and other court officials regarding impaired driving and bring them to the attention of MHSO/NHTSA and other appropriate highway safety officials.
    • Upon request, review materials developed by others and provide comments and judicial insights.
    • Advise MHSO on program and strategic planning regarding outreach to judges and the courts, and other issues involving the criminal justice system.
    • Identify issues of concern to judges and other court officials regarding impaired driving and bring them to the attention of appropriate criminal justice or highway safety officials
    • Identify topics of concern to highway safety officials and work with the judicial community to develop a better understanding of the topics by sharing research and data
    • Upon request, review material developed by others and provide comments and judicial insights
    • When invited, assist legislators and policymakers on impaired driving and other highway safety issues
    • Advise members of the judiciary and criminal justice officials on potential sources of funding and resources
    Share information and coordinate with other criminal justice professionals:


    • Consult regularly with the RJOLs regarding outreach efforts and opportunities.
    • Share information and coordinate with Law Enforcement Liaisons (LELs), State Highway Safety Offices, NHTSA Regional Offices, Traffic Safety Resource Prosecutors (TSRPs) and Prosecutor and Probation Fellows, as appropriate, to help identify opportunities for improving the criminal justice system.
    • Participate, as possible in the State Traffic Records Coordinating Committee (TRCC), promote electronic DWI tracking and electronic warrant systems, and assist in linking court data with other available data systems.

    Provide training, education and technical assistance:

    • Develop a network of contacts with judges and judicial educators to promote judicial education related to sentencing and supervision of DWI offenders, evidentiary issues, legal updates, alcohol/drug testing, and monitoring technology.
    • Solicit opportunities to speak at State highway safety conferences and State judicial conferences.
    • Provide training and education to Drug Recognition Expert (DRE), judges, and other court officials regarding impaired driving.
    • Attend and present at meetings, conferences, workshops, media events and other gatherings, focusing on impaired driving.
    • Provide technical assistance to judges and courts, upon request, regarding impaired driving.
    • Identify barriers that hamper effective training, education or outreach to the courts and recommend alternative means to address these issues and concerns.

    Promote evidence-based and promising practices:

    • Promote use of DWI Courts
    • Promote use of ignition interlocks and improvements to ignition interlock programs
    • Promote other evidence-based and promising court, sentencing and supervision practices.
    Other responsibilities


    • Write and solicit articles for the Highway to Justice newsletter.
    • Attend required traffic safety related events in accordance with MHSO approved work plan.
    • Submit a monthly report at the end of each month.
    • Submit a final report detailing the year's efforts and accomplishments, specifically noting processes used, strategies employed, results achieved, problems encountered and recommendations

    Education:

    Juris doctorate or an equivalent degree from a law school accredited by the American Bar Association or the Supreme Court of the State.


    Experience:

    Three years of related experience, with extensive experience in handling impaired driving or other traffic-related cases & a strong desire to increase public safety using research-based practices to reduce impaired driving.

    Required Knowledge, Skills and Abilities


    • Knowledge or willingness to learn about DWI courts and alcohol ignition interlock systems
    • A strong desire to increase public safety using research-based practices to reduce impaired driving
    • Familiarity with the State judiciary
