CONTRACTORQUALIFICATIONS AND EXPERIENCE:

Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:

Three years of experience in business processes in the general medical field with a focus in
Pharmaceuticals
Three years of experience in the development of web applications using the following languages and tools: ASP.Net, Microsoft SQL, Cascading Style Sheets, HTML, XML, JavaScript, AJAX, and Microsoft IIS.
Three years of experience with procurement, distribution, and inventory management.
Three years of experience in barcode symbiology and barcode scanner programming and use.
Three years of experience in integrating EDI technologies into web-based systems.
Three years of experience in the Pharmaceutical Forms System (PFS).

CONTRACTORRESPONSIBILITIES:

Service Tasks: Contractor will perform the following tasks in the time and manner specified:

Provide maintenance and development of the Department's Systems as directed by the Department. Maintain the Department's systems 24 hours, 7 days a week, including holidays.
Conduct enhancement to the PFS application, Department's HOMER application, or other
Department systems as directed by the Department. Ensure the following requirements are met:
Acknowledge receipt of enhancement requests via Department issued e-mail account to the Department's Contract Manager, or their designer, within three business days of receiving. Enhancements are defined by the Department's Pharmacy Team.
Develop and maintain a list of all enhancements to PFS using a Task List, or other systems, that includes short names of enhancements, high level descriptions, dates ordered, dates modified, and dates completed. Provide a report of the enhancement list to the
Department at each quarterly meeting.
Conduct discovery and analysis meetings to determine the business requirements to complete enhancement requests as directed by the Department.
Develop proposals detailing technical and functional requirements of enhancement requests, including number of hours, titles of positions, rates of pay, dates to complete requests, and total costs to implement as directed by the Department. Proposals must be provided by the date established by the Department during discovery and analysis meetings.
Obtain prior written approval from the Department's Contract Manager, or their designer, to proceed with implementation of enhancement proposals. Contracted Staff's time cannot be billed if prior written approval is not received from the Department's Contract Manager, or their designer.
Implement, test, and demonstrate (demo) completed enhancements as defined in
Provide the Department with the ability to test and verify that implementations are properly completed as directed by the Pharmacy and Department.
Obtain written approval from the Department's Contract Manager, or their designer, to push enhancements to the production environment (go live).
Install enhancement requests in the production environment as directed by the Department
Develop and maintain version history report for PFS, HOMER, or other Department systems. Update the applications' version history as directed by the Pharmacy and Department.
Notify the Department's Contract Manager, or their designer, via email when enhancements are in production and complete.
Schedule weekly meetings with the Department's Pharmacy Team, Contract Manager, or their designer, to review the task list for the PFS application, HOMER application, or other Department systems.
Discuss the status of outstanding enhancements/tasks and implementation of new tasks
and re-prioritize tasks at the discretion of the Department's Pharmacy Bureau Chief.
Develop and distribute agendas to all invitees at least two business days in advance of meetings.
Update Task List, draft minutes, and distribute to all attendees for review and feedback no later than two business days following meetings.
Incorporate feedback into minutes for review and finalize them at the beginning of the subsequent meetings.
Maintain an electronic file to include agendas, minutes, Task List, and other documents pertaining to maintenance and enhancements of the PFS application, HOMER application, or other Department systems. Files must be accessible to the Department's Pharmacy Team and Contract Manager, or their designer.
Provide technical software support for individuals using the PFS application, HOMER application, or other Department systems. Ensure the following requirements are met:
Diagnose and resolve problems using documented procedures and checklists in the performance of responsibilities.
Enter call data into the Task List. Escalate problems to higher level technical support professionals when necessary.
Assist in the resolution of application, hardware, and software problems.
Provide documentation of monthly activities in a report that provides at least the following information: Name of Requestor, Pharmacy section of the Requestor, Date of call or email, Time of call or email, Issue, Resolution, and length of time to resolve issue.
Develop and maintain monthly Time Work Reports for all staff augmentation positions supporting systems for this contract that include the period of service, job titles and numbers, rates of pay, number of hours dedicated to tasks (as outlined in the PFS application, HOMER application, or other Department systems task), and short names of tasks. Ensure the following requirements are met:
Documentation supporting staff augmentation billing hours must accompany TWRs.
Submit TWRs to the Pharmacy Team for review and approval. Forward TWRs and Pharmacy Team approvals to the Contract Manager, or their designer, for each invoice period.
Tasks other than system maintenance described above will be performed on Client workdays (Monday through Friday) and between 8 AM EST and 5 PM EST

DATA SECURITY AND CONFIDENTIALITY TASK:

The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentially document attached to the purchase order.
