    Summary of Duties:


    The Senior Energy Engineer / Program Director conceives, proposes, develops, budgets and manages delivery of commercial and industrial program and project technical products by small teams.

    These efforts typically involve elements of applied systems technical assessment, analysis and research, resulting in preliminary systems configuration designs as well as economic modeling of various aspects of a broad range of commercial and industrial distributed energy systems.

    Projects and programs focus on performance, energy efficiency, economics, decarbonization, and use of cost-effective renewable energy resources.

    Key Skills Include:


    Active team and project/program management, complex systems analysis and modeling capabilities, technical research, technical report writing and editing, training development and delivery, as well as capability and professional stature to perform technical consultations for client inquiries on a broad range of commercial and industrial technologies.

    As Director of the US Dept.

    of Energy Onsite Energy Technical Assistance Partnership, the candidate will be responsible for preparing successful proposals and reports for funders such as the U.S.

    Department of Energy, negotiating agreements and funding, and developing and tracking budgets of those programs.


    Required Qualifications:


    Positions require a Bachelor's degree in a relevant energy engineering discipline and three (3) years of related professional-level engineering experience.


    A Master's degree in a relevant energy engineering discipline may be substituted for up to one (1) year of the required experience.

    A Professional Engineer's license may be required.

    Qualifications :
    Registration as a professional engineer in the State of Washington.

    Experience in developing and implementing energy efficiency programs.

    Experience in the analysis of commercial and industrial facilities for their combined heat and power system potential.

    Ability to work independently and in a team setting.

    Excellent oral and written communications skills.

    Demonstrated computer skills with energy system performance analysis software, databases, spreadsheets and word processing applications.

    Knowledge of potential funding sources, and experience developing proposals for funding.

    Experience working in an industrial environment.

    About the Industrial Energy Engineer - Overview:

    In 2024, the WSU Energy Program has been awarded a three-year contract by the US Department of Energy (DOE) to deliver the Northwest Onsite Energy Technical Assistance Partnership (TAP) in a four-state region: Alaska, Idaho, Oregon and Washington.

    The Onsite Energy TAP supports the Pacific Northwest industrial sector and other large energy users as they add onsite clean energy technologies in their facilities as a part of their organizational decarbonization efforts.

    Large energy users can include campuses, hospitals, and other sites with significant energy loads year-round.

    This program specifically provides technical assistance; conducts market analysis to identify clean energy opportunities in the industrial sector; evaluates current tools for assessing onsite energy technologies; develops technical reports and fact sheets detailing relevant onsite energy technologies, and supports publicly available analysis tools to evaluate the economics and feasibility of deploying onsite energy technologies.

    The program also conducts education and outreach, engaging with policymakers, utilities, and other key stakeholders to identify pathways that could accelerate the integration of onsite clean energy technologies.

    These activities include developing regional resources, sharing best practices, and building partnerships that drive decarbonization across the targeted Northwest energy sectors.


    Delivery of the current Onsite Energy TAP Program for US DOE represents the continuation of an extended, mutually-beneficial relationship between the WSU Energy Program and US DOE's Office of Energy Efficiency and Renewable Energy (EERE), that has lasted continuously from 2003 through 2023.

    In previous years, WSU Energy Program hosted the Northwest Combined Heat and Power Technical Assistance Partnership (NW CHP TAP), (among other DOE programs).

    Engagement and Technical Services through the CHP TAPs promoted and assisted in transforming the market for CHP, waste heat to power, microgrids, and district energy with CHP throughout the Northwest through programmatic:


    End User Engagement, partnering and educating end users to advance technical solutions using CHP as a cost effective and resilient pathway for transitioning to a global clean energy economy, and to enhance energy security.


    Stakeholder Engagement with strategic stakeholders, including regulators, utilities, and policymakers, to identify and reduce the barriers to using CHP to advance regional efficiency, promote energy independence, and enhance the nation's grid resiliency.


    Technical Services:

    As leading experts in CHP as well as microgrids, waste heat to power, and district energy, the CHP TAPs work with sites to identify and support investigation and development of attractive CHP prospects.
