The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill a Fiscal Analyst 3. This full-time position is based in Olympia, Washington. This position may be eligible for partial to near full-time telework. Telework is a combination of in-building and off-site days. Position Overview
The Fiscal Analyst position is within the Child Nutrition Services division, a 48-member team that administers the U.S. Department of Agriculture Child Nutrition Programs for the state. The position performs high volume accounting, financial analysis, monitoring, and tracking of National School Lunch Program (NSLP), School Breakfast Program (SBP), Special Milk Program (SMP), Summer Food Service Program (SFSP), Seamless Summer Option (SSO), Fresh Fruit and Vegetable Program (FFVP), and the Child and Adult Care Food Program (CACFP) payments and other program related financial processes.
Key Responsibilities
Provide support for monthly claim for reimbursement submission and processing.
Oversee and coordinate program sponsors requiring Federal single Audits.
Prepare Federal program reports for submission to the U.S. Department of Agriculture.
Supports the processes for Grant Award Documents including the drawdown of grant awards for the Child Nutrition Programs.
Assists with the financial administration of the divisions state and federally funded competitive equipment grants for Child Nutrition Program sponsors.
Provides excellent customer service and technical assistance to all Child Nutrition Program sponsors.
Participates as a subject matter expert in system software maintenance and operations efforts such as design, requirements, and testing.
Required Qualifications:
A Bachelor's degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
Two (2) or more years of relevant professional experience. Professional experience may substitute for education but does not substitute for the credit hours.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
Ability to research, evaluate and draw conclusions from data; support recommendations with facts and analysis; interpret and apply rules, laws, policies, and procedures.
Intermediate experience with Microsoft Excel
Desired Qualifications:
Experience analyzing, reviewing, and reconciling data and reports within or between financial and administrative systems.
Working knowledge of OFM Enterprise system and AFRS Toolbox
A Master's degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.
Compensation
The annual compensation for this position is $51,384 - $69,072 per year and depends upon experience, educational background and qualifications. Geographic differentials may be applied based on work location of successful candidate. Washington State offers a generous benefit package including health, dental and life insurance, retirement and an optional deferred compensation program.
