- Facilitate efficient and effective communication with construction applicants by providing guidance on document and program requirements, ensuring their applications are complete and progressing smoothly through the recovery process
- Demonstrate a thorough understanding of construction-related program requirements and possess the ability to review applications for compliance. Provide guidance and support to applicants to help them understand and meet these requirements
- Support HUD CDBG-DR funded housing construction projects through identifying applicant funding, budgeting, and planning project financials, reviewing estimates and bids, and assessing relevant permitting requirements
- Process, monitor, track, and report on applications according to established program requirements
- Maintain an understanding of policies, requirements, and procedures related to the program
- Process applications to determine eligibility of applicants and compile, develop, and maintain project records related to applicant eligibility
- Provide support for daily project management activities including advising and consulting with applicants
- Meet with and brief applicants with frequent communications and status updates
- Perform other duties as requested by the project team
- Relevant construction, damage assessment, inspection, and/or case management experience, preferably on a disaster recovery project
- Strong working knowledge of housing recovery projects
- Experience using technology and various systems to process work activities
- Strong written and verbal communication skills
- Strong proficiency with Microsoft Office applications, especially Microsoft Excel
- Attention to detail and organizational skills
- Strong strategic thinking, analytical, and multi-tasking skills
- Ability to monitor and report on multiple activities with a focus on meeting and exceeding deadlines
- Ability to work with a team and collaborate with multiple stakeholders to achieve a common goal
- Ability to timely complete tasks and meet targets for task completion and quality
- Willingness to learn new skills and adopt new technologies and methodologies
- Bachelor's degree in construction management, accounting, business, public administration, emergency management, insurance, or a related field or an equivalent combination of training and experience
- Experience in grants management, program management, emergency management, QA/QC functions and management, applicant relations, or related experience that clearly demonstrates comparable knowledge, skills, and abilities
