This position is located in the Bureau of Consular Affairs, Office of Consular Systems and Technology, Service Strategy and Service Transition Division (CA/CST/ST).

Duties

Conducts analyses of technical requirements for systems and services in the assignment area that often cross organizational lines and combine two or more discrete IT functions.

Develops Consular Affairs policies and methods to facilitate the security of and integrity of consular data, including the implementation and integration of multiple cybersecurity products to ensure the proper auditing of data access and use.

Coordinates the technical planning, design, development, testing, implementation, and management of internet/intranet activities associated with the administration of the assigned websites, including both front-end and back-end development.

Serves as web developer/administrator for one or more Consular Affairs websites.

U.S. Citizenship is required.
Must be able to obtain and maintain a Top Secret security clearance.
Annual Confidential Financial Disclosure required within first 30 days.


Qualifications:

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Attention to Detail - Exercises direct accountability for analyzing and refining systems requirements.
Oral Communication - Articulates and communicates to contractor project managers, the assignment, project, or problem to be solved, actionable events, milestones, deadlines and timeframes for completion


AND Have at least 1 full year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.


Qualifying specialized experience must demonstrate the following:
Experience with highly complex technical problems and critical IT issues.
Experience with the Enterprise Change Management process.
Experience with monitoring customer IT requests.
Experience with integrating IT programs and services.
Experience with managing projects from end-to-end.


NOTE:

In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-12 position.

Customer Service - Oversees the planning, implementation, and administration of secure workstations
Oral Communication - Advises and assists other IT Specialists
Problem Solving - Serves as a Subject Matter Expert in data management and cybersecurity


AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.


Qualifying specialized experience must demonstrate the following:
Experience with highly complex technical problems and critical IT issues.
Experience with the Enterprise Change Management process.
Experience with DevOps automation for systems.
Experience with Continuous Integration/Continuous Deployment (CI/CD), project management, and ticketing tools.
Experience with managing large-scale Information Technology (IT) contracts, programs, or services.
