Description
The Town of Brookline Planning Department is seeking a Community Development Administrator to oversee the Community Development Block Grant (CDBG) program, including community participation, grant recipient program evaluation, budget management and regulation compliance; all other related work as required.
Essential Functions include:
- Works cooperatively with grant recipients, federal regulators and town auditors to ensure accuracy and compliance of CDBG grant regulations.
- Develops and implements key Housing & Urban Development (HUD) reports including Five Year Consolidated Plan, One Year Action Plan, and the Consolidated Annual Performance Report.
- Designs citizen participation opportunities, educational programs and clearly communicates complex programs.
- Maintains the Integrated Disbursement Information System including data administration and subsidiary fiscal management, including accounting and coordination of financial practices with the Finance Department.
- Provides ongoing technical assistance to potential grant applicants, including the creation of new projects, programs and partnerships with outside agencies.
- Ensures the compliance of all Community Development Block Grant (CDBG)funded Davis-Bacon projects. Monitors projects to assure performance of labor standards administration and enforcement activities necessitated by HUD regulations.
- Develops and maintains Environmental Review Record which documents environmental review of CDBGfunded activities.
- Maintains ongoing interaction with Historic Preservation Division under programmatic agreement with the Massachusetts Historical Commission.
- Supports to the CDBG Advisory Committee; develops recommendations on yearly grant based on policies, CDBG regulations, and the community needs as documented in the HUD plans. Coordinates all meetings and prepares all necessary documents.
- Reviews and analyzes budgets and grant requirements of entitlement subrecipients for compliance, timeliness, and expenditure of funds.
- Maintains grant related records and manages public access to information regarding active and completed projects.
- Performs similar or related work as required, directed or as situation dictates.
Qualifications:
Bachelor's degree in planning, public administration, or related field and five to seven years of experience in community development-related program administration and evaluation, grant writing, and/or management; Master's degree desirable; or any equivalent combination of education and experience.
