JOB SUMMARY**The incumbent works under the general supervision of the Chief, Community Recreation Division and the specific instructions of the Supervisory Recreation Specialist, Community Recreation Division. The incumbent is responsible for assisting, conducting, and directing a complete recreation program within the defined area to which they are assigned and for the anticipation and resolution of problems arising there. Exercises independence in the performance of all assigned duties and responsibilities. Keeps supervisor aware of unusual problems and policy conflicts through individual or group discussions and through the submission of reports. Continually reviews and/or directs staff performance to ensure overall departmental goals are achieved. Incumbent works in tandem with the Recreation Wish List Committee on daily operations, programs, events, collaborations, special initiatives, outreach, and partnerships.


DUTIES AND RESPONSIBILITIES


Serves as Supervisory Recreation Specialist and has the overall responsibility for carrying out a complete and comprehensive recreation program and all related administrative and fiscal requirements within the assigned site(s).

The total recreation program consists of physical, mental, cultural, social and service activities for all age levels.

Supervises and directs the activities and programs of approximately up to 30 technical, paraprofessional and professional Recreation Specialist ranging in grades from 5 through 11, Recreation Assistants, Customer Service Representatives, as well as seasonal, part-time, custodial, and volunteer workers.

Responsible for the enforcement of all the department, administration and division policies, procedures, rules and regulations. Reviews and approves the entire site staff's leave requests. Reviews the staff's performance ratings. Responsible for the preparation and submission of budget requests for the designated site(s). Responsible for the day to day maintenance ofrecreational budget balance and expenditures.

Responsible for the adequate day-to-day staffing of each site under their authority accomplished through personal visits to observe ifthere is full utilization of existing staff and their specialized skills, programs and recreation amenities.

Submits recommendations and justifications to the supervisor for implementation, based on fiscal availability. Responsible for the selection and/or reassignment of personnel.

Provides special assignments to the staff to ensure adequate staffing to assist in special programs or activities conducted at recreational sites, assuring adequate continuation of service delivery in the event of absence due to annual or sick leave.

Mediates and mitigates personnel problems that arise.


Conducts regular staff meetings for the purpose of providing an open forum for staff to share insights, provide recommendations and facilitate discussions relating to all facets of operations, programing, training, professional development and community engagement.

Reviews and evaluates all reports prepared by staff related to inventory, finances, accidents, attendance, time, advertisements and notices, donations, etc.

As necessary, makes corrections and/or requests further explanation or justification. Prepares consolidated reports for submission to the supervisor.

As requested, serves on administrative and/or departmental committees for the study, planning, coordinating, execution or training for various recreational programs, activities or related events.

Directs and has the overall responsibility for the staff's in-service training, establishment of workshops and volunteer training conducted within the assigned site(s).

May be called upon to represent the Agency at community events, forums, meetings, etc. with various stakeholders.


LICENSES AND CERTIFICATIONS
Driver's License is required.


QUALIFICATIONS AND EDUCATION

Undergraduate and Graduate Education:

Major study - general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education.

  • Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs.
  • Planning, establishing, or evaluating a recreational curriculum for the junior college or higher academic levels.
  • Instructing in the principles and techniques of recreational program planning and management.
  • Serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations.
