- Facilitates the timely processing of ARPA-funded contracts through the City's purchasing division.
- Monitors the programming and expenditure of ARPA funds after they're obligated.
- Establishes ARPA program goals and objectives for countywide core service delivery needs; plans, prioritizes, assigns, supervises, and evaluates the efforts of a diverse workforce in meeting program goals and objectives; and develops and revises work processes.
- Analyzes and reviews federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance with existing regulatory requirements; develops procedures to implement new and/or changing regulatory requirements; and conducts analysis on industry best practices and trends.
- Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity, and inclusion; and actively promotes an environment respectful of living and working in a multicultural society.
- Manages continuous quality improvement (CQI) of programs and services being utilized; gathers and analyzes data on program operations; develops required metrics and reporting structures used to evaluate programs and communicate outcomes; and recommends and establishes administrative controls and improvements.
- Provides or coordinates management and staff training related to the American Rescue Plan Act (ARPA); monitors program operations; manages performance related to program operations and works with staff to correct deficiencies.
- Prepares the program budget; assists in budget implementation; participates in the forecast of additional funds needed for staffing, equipment, materials and supplies; and administers the approved budget. Provides expert guidance to the county, departments, the general public, and/or outside agencies on program operations; and acts as representative on committees, interagency task forces, and special projects related to program and departmental operations.
- Plans, reviews, and coordinates communication needs for department and program operations.
- Facilitate engagement, cooperation, and act as a City liaison representative with state, federal, and local agencies or organizations, coordinating a broad range of programs, projects, and services associated with the City's ARPA funds.
- Manage contracts related to the uses of ARPA funds.
- Develops overall ARPA program management plan and monitors overall program performance and effectiveness against program management plan milestones. Makes adjustments to the plan as needed to achieve ARPA objectives. Reports out to stakeholders on plan progress.
- A bachelor's degree in a Health, Social Service, Business, Urban Panning, Public Health, Social Work, or other related field; AND work experience in grant or program administration, development, evaluation, and/or contract administration. Experience may include responsibility for the research and evaluation of program activities and two (2) years of direct supervision of staff or applicable certificate in leadership or management studies

- Comfortable in community settings and a sensitivity to cultural diversity.
- Knowledge of business and management practices involved in strategic planning, resource allocation, and program management.

- Effectively present information and respond to questions from groups of managers, the City Administrator, Mayor, City Council, customers and the general public.

DESCRIPTION
The American Rescue Plan Act Project Manager manages, directs, and coordinates the planning, development, implementation, and evaluation of the community-wide portfolio of projects funded and regulated by ARPA.
Performs professional and administrative work in the development and coordination of the strategic investment of the City's allocation of the American Rescue Plan Act's (ARPA) Local Fiscal Recovery Funds. Duties include responsibility for planning, organizing, and directing these investments including adherence to of all related policies, procedures and regulations. Moreover, this role will include maximizing the timing and sequencing of all American Rescue Plan Act funds in order to leverage and capture all recovery resources.
Position is responsible for facilitating engagement, cooperation, and decision making with a diverse pool of internal and external stakeholders regarding the City's American Rescue Plan Act strategy. Work is performed with considerable technical independence under the administrative direction of the Mayor and is reviewed through observation of results obtained.
The ARPA Project Manager is a single classification responsible for executive organizational development and support. Incumbents are responsible for the development, implementation, evaluation, and training of department staff on best practice models related to the American Rescue Plan Act.
