Division Manager - CSW

Position Summary:

The
Division Manager (CSW) will be responsible for oversight of the Colonna's Shipyard West, LLC (CSW) business unit to include all business development efforts (estimates, proposals, contract lifecycle), workforce development, safety, and Quality Assurance.

The position also has responsibility and oversight for the proper administration, planning, scheduling, budget, and successful execution of the division's projects.

This position is the most senior onsite leader and will oversee and develop a subordinate team of professionals and trades personnel to embody Colonna's Values, demonstrate our Pillars of Success, and successfully execute commercial and government ship repair projects.

The Division Manager will identify and secure growth work with existing customers and build new customer relationships and work lines.


Reporting back to the corporate enterprise, the Divisional Manager will be effective with mínimal guidance to effectively manage the quality, cost, schedule, delivery, and safety of multiple projects of varying size and complexity.


The position is located onsite in Chula Vista, CA and may require hours beyond a standard work week to support business operations, as needed.

Position may require limited travel.


Essential Duties and Responsibilities:


  • Oversee all daytoday operations of CSW and develop/implement plans for division's strategic business goals, execute effectively, and track/report progress to senior management.
  • Strengthen current customer relationships, securing new work, as well as developing new customers and work opportunities, to include those currently outside of CSW's work portfolio.
  • Manage and guide the administrative, contract, and program staff through development of proposals and execution of contracts, ensuring all compliance requirements are met (to include contractual, federal, state, and local regulations)
  • Provide onsite leadership and direction to support teams (to include Safety, Environmental, and Quality) and strengthen partnerships with other corporate service and support functions (such as Finance, Human Resources, etc.).
  • Ensure appropriate manning levels to execute work requirements. Recruit, retain, develop highperforming employees to achieve objectives for sales, profitability, and market share.
  • Maintain project timelines to ensure tasks are accomplished effectively.
  • Effectively communicate goals/plans and monitor program management's oversight of trades, production of key work evolutions, and project profitability reporting to senior management as required.
  • Monitor job cost projections, actual costs, schedule, and quality of the project(s) and immediately report any issues that would affect overall performance. Will require going onto ships/vessels to perform ship checks and verification of data.

Additionally, position will:

  • Develop, implement, and maintain budgetary and resource allocation plans for CSW, to include overhead expenditures (personnel, equipment, etc.)
  • Delegate responsibilities to the bestqualified staff while enforcing all policies, procedures, standards, specifications, guidelines, training programs, and cultural values.
  • Recognize potential problems early, recommend solutions, and implement corrections. Document with formal correspondence.
  • Provide required updates on invoicing, accruals, and project progressing as needed.
  • Lead organization in disputes and issues with customers, to include REAs and claims.
  • With support from HR, Quality Assurance, Safety, and Environmental resources, ensure CSW maintains compliance in performance and administration with applicable regulatory requirements.
  • Ensure that all Company Safe Operations initiatives and procedures are executed to include the safe planning of work, safety briefings, nearmiss documentation and discussions, housekeeping practices.
  • Other duties may be assigned.

Minimum Qualifications:


  • Must have a College Degree in a related field, and at least 8 years of ship repair experience and 2+ years of business leadership/program management experience. (Relevant experience may be considered in lieu of a degree.)
  • Must have a general understanding of FAR, DFAR, and UCC requirements with experience in supporting standard contract lifecycle, understanding of contractual terms and conditions, and familiarity with insurance requirements.
  • Must have effective communication skills, both written and verbal, with effective negotiation, problem solving, and decisionmaking skills.
  • Must be organized, with the ability to drive improved cost and schedule performance, while directing multiple, overlapping projects to completion.
  • Must have proven ability to manage Risks and Opportunities.

Preferred Qualifications:


  • Experience supporting or writing, defending, and negotiating REAs, claims, and disputes is highly preferred.

Travel Requirements:


  • Occasional Travel; 15% or less.
