DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The City of Houston's Housing and Community Development Department (HCDD) seeks to create a city in which every resident has an affordable home in a community where they can thrive.

Partnering with non-profit, governmental, and local entities, HCDD strives to strengthen Houston's neighborhoods and provide true housing choice.

  • To achieve this vision, HCDD is seeking a
    Contract Administrator (Section 3)
to join its team. In this position, you will monitor Section 3 Program compliance to ensure contractors adhere to regulatory requirements.

that includes extensive program analysis, data and information collection, compliance monitoring, prepare reports on projects awarded through the Housing and Community Development projects to ensure compliance with regulatory requirements.

Key Responsibilities

  • Attends prebid/preconstruction meetings to disseminate Section 3 information to subrecipients and general contractors.
  • Interprets contract documents and assists in the resolution of disputed issues.
  • Conducts site visits to verify the accuracy of reported activities.
  • Researches contract issues and prepares project information relating to contractor compliance with program rules.
  • Collects data and information of contractor operations through monitoring system.
  • Validates eligibility of business concerns and residents seeking Section 3 certification.
  • Maintains database of qualified Section 3 Business concerns and Residents seeking employment and contracting opportunities.
  • Evaluates contractor's compliance with Section 3 requirements and recommends final clearance for contracts.
  • Prepares statistical analyses of utilization plans as required to confirm Section 3 compliance to GLO/HUD.
  • Facilitates trainings and speaking engagements to staff, the contracting community, and various diverse civic and community groups to promote to promote Section
  • Performs special projects as needed and other position related duties as assigned.

MINIMUM REQUIREMENTS:


MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Government or a closely related field.


MINIMUM EXPERIENCE REQUIREMENTS
Two years of contract compliance experience are required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis


MINIMUM LICENSE REQUIREMENTS
Requires a valid driver's license and compliance with the City of Houston's policy on driving.


PREFERENCES:


  • Knowledge and/or experience in contract compliance
  • Experience and/or familiarity with HUD grants rules and regulations
  • Experience working with people of diverse backgrounds
  • Ability to communicate effectively both orally and in writing
  • Prior experience providing technical assistance and/or monitoring compliance policies and procedures related to LCP Tracker and/or B2GNow contract management system
  • Excellent organizational skills
  • Ability to work under time constraints to achieve deliverables
  • Intermediate proficiency in Microsoft Word, Excel and PowerPoint.
