As we continue to grow, we are seeking a highly skilled and experienced Director of Labor Compliance to join our dynamic team.

Beyond strategic planning and contract negotiations, this pivotal role involves crafting and implementing strategies aimed at fortifying and nurturing robust relationships with labor unions, while meticulously overseeing all aspects of labor relations and compliance.

As a key member of the leadership team, the Director of Labor Compliance will collaborate with various departments to establish and maintain effective policies, procedures, and practices.


PRIMARY JOB RESPONSIBILITIES:


  • Maintaining effective relationship with regulatory bodies. Ensuring all notification and reporting requirements are meet.
  • Approving language relating to wage and hour requirement contained in bid specifications and proposals.
  • Conducting and processing onsite worker interviews.
  • Collaborate with crossfunctional teams, effectively managing multiple tasks and tight deadlines.
  • Develop, implement, and maintain compliance policies and procedures, focusing on risk management aligned with Primoris values.
  • Conduct comprehensive compliance training, promoting a culture of awareness and adherence to labor standards.
  • Provide direct leadership in managing organizationwide risks, ensuring alignment with strategic objectives.
  • Advise on labor compliance strategies and risk mitigation, emphasizing collaborative and inclusive practices.
  • Foster collaborative relationships across departments to establish trust and ensure effective labor relations management.
  • Oversee and participate in governance projects, ensuring Primoris's labor practices are transparent and accountable.
  • Engage in all aspects of labor and compliance, maintaining an initiativetaking and direct approach to management.
  • Manage and enhance integrated compliance portals and systems to support efficient labor relations operations.
  • Represent Primoris at labor relations forums and industry events, promoting the company's commitment to fair and collaborative labor practices.
  • Encourage continuous learning and internal mobility within the team to foster a dynamic and skilled workforce.
  • Lead global labor compliance initiatives, focusing on inclusive practices and strong union relationships.
  • Execute special projects and provide compliance advice, demonstrating adaptability and critical thinking skills.
  • Ensure adherence to legal standards while nurturing and maintaining positive and collaborative relationships.
  • Promote an initiativetaking approach in identifying and resolving labor issues, ensuring a harmonious work environment.
  • Participate in the continuous development and implementation of risk management frameworks, demonstrating strong qualitative riskbased thinking.
  • Help manage strategic planning for contract negotiations, aligning them with Primoris longterm objectives and labor relations philosophy.

EDUCATION & EXPERIENCE REQUIREMENTS:


  • Bachelor's degree
  • 10+ years experience
  • Proficient in Certified Payroll, Union Fringes, Prevailing Wage and Davis Bacon.
  • Acquainted with commonly required labor compliance forms such as DAS140, DAS142, Fringe Benefit Statements, Labor Law Checklists, CAC2 and Union Status Letters.
  • Experience with Union Fringe Benefit reporting.
  • Ability to assist with Union and Labor Compliance audits.
  • Experience with facilitation of Union and Labor Compliance audits
  • Experience with Subcontractor compliance and certified payroll tracking
  • Communicate with Union representatives, Department of Labor representatives, and local contractors about labor requirements in each area in a confidential manner.
  • Understand, interpret, and communicate basic State and Federal labor laws.
  • Understand compliance requirements related to Prevailing Wage and IRA.
  • Research, interpret, and enforce various sources of regulatory documentation pertaining to labor issues.
  • Research relevant legislation at the local, state, or federal level.
  • Submit wage determinations and labor classifications to the Dept of Labor.
  • Partner with external consulting firms that have been hired by the company with relation to wage determination, job classifications, job activities and tasks.
  • Keep current with IRA requirements as well as new policies implemented by local, state, or federal level. analytical and troubleshooting skills to perform job. Examples include Discrepancy Notices, Daily Timesheet Audits, General Ledger analysis and Certified Payroll Reviews.
  • Subcontractor compliance and certified payroll tracking.
