Under the general direction of the State Grants Management Branch Chief (Manager III) of the State Grants Management (SGM) Branch of the Division of State Financial Assistance (DSFA), the Housing and Community Development Specialist II is responsible for conducting high-level complex research, collection and analysis of programmatic and housing data and development of program policy recommendations, regulations, program guidelines, and contracts for state-funded grant programs.


  • The SGM Branch is primarily responsible for the fiscal and contract management of state funded grant programs including monitoring and clearing of standard agreement conditions, processing of fund disbursement requests, monitoring of grantee reporting requirements, maintaining contract files and providing technical assistance to grantees to ensure programmatic and statutory requirements and timelines are met.

Experience in policy and/or program development

  • Ability to effectively and regularly present to a broad range of audiences, including executives
  • Excellent written and oral communication skills
  • Ability to independently conduct research and work on complex assignments, as well as project manage a team
  • Ability to effectively formulate and interpret State and federal regulations and policies.
  • Proficiency with Microsoft Office and data reporting software and code
  • Experience with monitoring and compliance
