General
Description

  • Performs highly complex senior level training and development work. Work involves analyzing employee training needs, coordinating, scheduling, and conducting training sessions using a variety of training methods, outside vendors, and developing and evaluating training programs for a class setting or elearning environment. Works under the supervision of the Director of Human Resources with moderate latitude for the use of initiative and independent judgment.
**Principal
Duties
and
Responsibilities**- 30% Develops curricula, course outlines, instructional methods, training aids, manuals, and other course materials and products for a classroom setting or an e-learning environment that includes but not limited to overseeing the development of teaching methods and outlines, developing training aids, and text materials, creating and analyzing lesson plans, evaluations, PowerPoint presentations, and issuing certificates of completion.


20% Plans, formulates, develops, reviews, and implements training programs to meet specific training need; interprets policies and procedures for training needs; assists with developing policies for training and professional development; promotes the use of training services, performs administrative functions as needed for the departments such as tracking course completions for agency staff training files.


20% Presents training information with a variety of instructional techniques or formats to assist employees with maintaining or improving job skills and knowledge learned; evaluate modes of training delivery, such as in person or virtual, to optimize training effectiveness, training costs; create surveys to assess training needs; consults with agency's leadership team to identify the educational needs of employees.


  • 10% Maintains training records and training calendars, including course rosters and records of participation. Tracks course completions for agency staff training files; compiles data and prepares reports; maintains training database.

Abilities**- Knowledge of training and development procedures and techniques that includes curriculum and training design such as training procedure manuals, guides, or course materials for classroom training setting or e-learning.
