Overview:
This position participates in the activities of the Board of Higher Education Veterans ' Education Office.

It engages in reviewing and evaluating approval petitions submitted by educational institutions and job training establishments to ensure compliance with data required by Title 38, U.S.

Code (G.I. Bill), as well as the supervision of approved programs.

This position reports to the Director of Veterans ' Education, who reviews work for correctness and compliance with applicable policies and regulations.

The Veterans Education Office ensures the integrity of the GI Bill by preventing fraud, waste, and abuse in institutions and programs that provide education and training to veterans and their beneficiaries.


Program Specialist - Veterans Affairs

Essential Job Functions:

1) Evaluate initial approval petitions submitted by educational institutions and job training establishments to ensure the data adequacy required by Title 38, U.S. Code (G.I. Bill). Evaluates new or changed programs to ensure they are educationally sound.

2) Participates in the ongoing tracking, review, and evaluation of institution catalogs to ensure compliance with the provisions of 38 CFR d)(1) & 38 CFR b)

3) Assists director with required annual visitations to institutions to ensure continued compliance with standards; documents evidence of findings via narrative reports.

4) Conducts VA institutional compliance audits/supervisory visits as required by State Approving Agency contract to ensure approval compliance and to identify certification discrepancies.

5) Assists in investigating and resolving complaints brought by the Veterans ' Administration or individual veterans against institutions.

6) Analyze internal school policies to ensure conformity with regulations.

7) Checks progress and attendance of veteran students to ensure they maintain eligibility for federal benefits; counsels individual veterans regarding the appropriate choice of institutions or withdrawal of approval for institutions that violate federal or state criteria.

9) Assists the Director with monthly and quarterly SAA reports as needed.

10) Participates in outreach activities and staff efforts, working with stakeholders to encourage the use of GI Bill education and training benefits.

11) Assists with annual training sessions to ensure institutions follow all applicable regulations under USC Title 38.

12) Other duties as assigned.

This position will be at One Ashburton Place, Room 1401, Boston.


Qualifications
1) Bachelor's Degree.

2) Applicants must have at least four years of full-time or equivalent part-time experience in postsecondary education in investigatory, program compliance, regulatory, or related work.

3) Experience in writing reports and analyzing data.

4) Ability to work independently and with mínimal supervision

5) Ability to interpret laws and regulations

7) Excellent organizational skills with high attention to detail and follow-up

8) Strong written and oral communication skills

9) Ability to collaborate effectively

10) Ability to analyze reports and draw conclusions.

11) A VA-determined background check will be required; previous military or federal clearances or background checks DO NOT substitute for this requirement.

12) Reliable transportation is required. This position requires statewide travel, sometimes to remote locations not easily accessible by public transit.
