    Our team works onsite or Hybrid 9/80 schedule with every other Friday off at our Idaho Falls location.

    The Proposal Management Specialistwill support the proposal development process to facilitate high-quality, compliant proposals that drive the laboratory towards meeting strategic and programmatic objectives.


    Responsibilities:

    The proposal management specialist will work with the proposals management manager, directorate proposal coordinators, leadership, researchers, and other stakeholders across Idaho National Laboratory (INL) to communicate, apply, and support best practices in responding to funding opportunities from the U.S.

    Department of Energy (DOE), other government agencies, and private entities.

    The proposal management specialist will work to improve overall quality and compliance of INL-submitted proposals, while improving the efficiency of internal processes.

    Develops and implements strategies for communicating and monitoring compliance with Laboratory and other policies and procedures for proposal development and submission.

    Provides proactive outreach and communication to stakeholders on opportunities, new policies and procedures, and updated guidelines. Provides a system tool and user support for the incoming work process. Collaborates with stakeholders to derive strategic plans for incoming work.

    Acts as a resource for compliance questions and issues using existing knowledge, experience, and available resources (e.g., sponsor regulations, Laboratory policies) for supporting and/or providing guidance to researchers and other contributors.

    Furnishes advice, guidance, and support to proposal development teams. Actively monitors lab-wide proposal resource assignments and suggests adjustments as necessary. Facilitates the application process by monitoring proposal review, approval, and submission. Performs quality/compliance checks on proposal submittal packages. Supports the Laboratory in navigating incoming work (sponsor) policies, procedures, tools, and systems. Remains current on developments in policies and processes relating to proposal/incoming work processes. Provides regular proposal metrics to leadership and prepares reports and analyses.

    Prepares and delivers proposal related training initiatives in areas such as policy, capture management, requirement identification, compliance, budget, and scope/narrative development.

    Drives continuous improvements and change management for incoming work processes.


    Minimum Requirements:

    PR0200-Bachelor's degree and two (2) years of relevant experienceORMaster's degree and one (1) year ofexperience working in grants or contracts.

    PR0300-Bachelor's degree and five (5) years of relevant experienceORMaster's degree and three (3) year ofexperience working in grants or contracts.

    Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

    Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and quickly adapt to changing needs.

    Experience in managing federal compliance requirements and ability to interpret and apply Laboratory and sponsor policies and procedures. Additional Qualifications Ability to communicate clearly and effectively to ensure understanding. Ability to analyze complex situations, identify workable solutions, and make appropriate determinations based on regulations and relevant policies. Proficiency with proposal review and electronic proposal submissions. Ability to review solicitations and understand requirements and communicate compliance. Proficiency in Microsoft Word, Excel, PowerPoint, SharePoint, Teams, and Adobe Acrobat. Familiar with INL and DOE programs/research and development initiatives. Certificates in research administration and/or Association of Proposal Management Professionals (APMP) a plus.

    Salary:
    PR0200 Grade 180 ($62,640-$100,224) PR0300 Grade 200 ($81,288-$134,100) Chosen applicants are required to show a demonstrated commitment to valuing diversity and contributing to an inclusive working environment


    TDP:
    This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment
