    POSITION SUMMARY
    This position works independently and exercise competent judgment in performing complex chemical analyses on water and wastewater samples.

    Performs with high proficiency on all laboratory advanced instrumentation and uses knowledge of scientific methodology to develop more efficient procedures.

    Instructs and supervises laboratory personnel in biological/chemicals analysis.


    ESSENTIAL DUTIES AND RESPONSIBILITIES

    • Performs quantitative and qualitative analysis of water samples utilizing standard and advanced laboratory equipment in accordance with Standard Operating Procedures, technical knowledge and performance of approved analytical testing procedures, acceptable precision and accuracy levels, required holding and turn-around times and established quality control limits.
    • Assists and performs evaluations of existing methods and the development of methods and standard operating procedures. Properly performs analysis to maintain state, federal certification and NELAP accreditation.
    • Responsible for maintaining and accurately documenting chemical and analytical media and supplies. May perform field sampling when called for.
    • Performs preventive maintenance and non-routine maintenance on laboratory equipment and instruments. Maintains a clean and controlled work area.
    • Maintains Quality Control files on a daily basis and does mathematical calculations including data review and data entry to the laboratory reporting system including data quality review and entry into appropriate data files.
    • May lead a group of employees to include training and scheduling.
    • Participates in all safety and security protocols. Attends safety and security meetings.
    • Employees assigned to this position are classified as essential personnel. Essential personnel are required to report to work when scheduled during departmental and/or emergency situations including, but not limited to, extended periods of inclement weather when travel may be difficult. This position is essential because in the absence of sufficient personnel, the plant cannot operate safely.

    WORK LEADERSHIP RESPONSIBILITIES
    Regularly leads the work of other employees.

    QUALIFICATIONS

    EDUCATION
    Bachelor degree in biology, chemistry or a related science.


    EXPERIENCE
    Three years water or wastewater laboratory experience with advanced instrumental training.

    CERTIFICATES, LICENSES, REGISTRATIONS
    Valid Texas driver's license.

    Texas Commission on Environmental Quality (or predecessor) Class B Wastewater or Water Operator's and Laboratory Analyst Certificates of Competency required when qualifications are obtained.


    KNOWLEDGE
    Knowledge of physical, chemical and biological methods and procedures of water or wastewater and the ability to evaluate data. Advanced knowledge of mathematics. Knowledge of basic computer usage and programs.


    SKILLS AND ABILITIES

    Must be capable of developing mechanical abilities to operate and maintain complex laboratory instruments and to understand their operation with a high degree of competence with careful attention to detail.

    Ability to maintain records and prepare reports. Must be able to measure, weigh and visually analyze substances while documenting work.


    GUIDANCE RECEIVED
    Receives general direction about results to be attained. Typically receives general direction about assignments and work results to be attained. Requires judgment to determine which methods apply and what data/information should be considered.

    Position must think through how issues can be addressed within existing policies and procedures and may assist others with more complex work methods and problems.


    PHYSICAL DEMANDS
    This position requires passing a physical and physical ability assessment specific to this position.


    WORKING CONDITIONS
    Duties are almost always carried out in a laboratory or office environment. Working conditions include exposure to extreme cold, odors, fumes and chemical hazards.


    TOOLS AND EQUIPMENT USED

    Ultra-violet, visible, infra-red, atomic absorption and ICP spectrophotometers, and gas/chromatograph/mass spectrometers, colorimetric auto-analyzer, incubators, sterilizers, inverted biological and light microscopes, total organic carbon analyzer, microcoulometric titration system, basic laboratory equipment, PPE, glassware, analytical balance, specification probes and autoclave; and office equipment including computer, calculator and hand tools.
