Under the general direction of the Public Works Director, serves as the City's representative on project sites for the inspection of storm and sanitary sewers, paving and sidewalks; and project meetings. Performs plan and specification interpretation. Serves as first contact for contractor and citizens on assigned projectsProvides technical support for other civil engineering tasks citywide.

The following duties are normal for this position but dependent upon the level of skill, ability, and experience of the individual. They are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Inspects ACC and PCC paving projects, including testing of materials for air entrainment, slump and collecting samples for compliance tests. Checks for proper placement of reinforcement steel, checks forms for elevation and location.

Inspects sanitary projects, including those in subdivisions. Checks for line and grade, material quality, proper bedding and backfill procedures and pipe connections. Observes air test, manhole (deflection) test and manhole leakage test. Performs weir infiltration test of trunk lines.

Inspects storm sewer projects, including pipe and structures such as intakes, manholes and box culverts. Checks for line and grading, jointing of pipe, material quality, steel placement and forms used for structures. Tests concrete if using PCC poured on site (air test and slump).

Relates to general public, contractors, consulting engineers and their staff as well as other government agencies on a daily basis. Records ongoing and proposed projects.

Inspects driveways and sidewalks, including checking forms for elevation and checking grades for compaction and elevation.

Utilizes computer hardware and various software for project quantity accounting, daily project diary, and other functions as needed.

Operates City vehicle to and from and around sites to perform City duties.

Observes subgrade preparation for paving, including compaction activities, cutting/filling to plan elevation and observation of testing firm using nuclear density gauge and proof rolling for checking soil densities.

Assures that the City's mission, goals and objectives are fully supported and initiated.

Creates and reviews intermediate and final pay estimate quantities for projects.

Prepares and reviews punch lists for final acceptance of projects or occupancy permits.

Responds to Right of Way permits to verify signs, safety and specification compliance.

Performs sewer wye location research.

Performs other duties and responsibilities as assigned.

Associate's degree in Civil Engineering Technology plus 3 - 5 years related work experience; or
High School Diploma or equivalent plus significant experience. Must possess and maintain a valid Iowa driver's license or have ability to obtain within 30 days of hire.
