About the Position


The Civil Counsel attorney works within the Civil Services Division of the Maricopa County Attorney's Office, Government Advice, and Elected Officials Group.

The Government Advice and Elected Officials Practice Group provides legal advice and representation to County officers, including the Board of Supervisors, Clerk of the Board of Supervisors, Sheriff, Recorder, Treasurer, School Superintendent, and County Attorney, among many others.

This Practice Group also provides legal advice to many Departments in County government that report to the County Manager, including Office of Management and Budget, Justice Courts, Public Health, Public Fiduciary, Medical Examiner, Animal Care and Control, Materials Management, and Facilities Management.

Advice and representation related to other social and human services functions include matters ranging from public records requests, open meeting laws, intergovernmental agreements, government contracts, procurement law, and general statutory duties and authority.

In this role, you will also focus on litigation and advisory work representing Maricopa County, its agencies, and employees in State and Federal Courts.

You will collaborate with other attorneys and paralegals in and out of the office, as well as with clients, in drafting motions, reports, and other documents, as well as negotiating and working with opposing counsel and others to assist in achieving compliance.

The Civil Services Division of the Maricopa County Attorney's Office serves as a full-service law firm that provides legal representation and advice to the County government, its various elected officials and agencies, as well as the dedicated employees of Maricopa County.

We handle matters such as tax appeals by County taxpayers, environmental enforcement cases, public records requests, and we defend legal actions, lawsuits, and claims brought against the County.

Job Contributions- Perform complex legal work and analysis as it pertains to advice and litigation issues- Conduct research and analyze legal issues using both computerized legal research and hard copy tools- Handle a broad spectrum of civil claims as assigned by the Practice Group Leader, including advising government agencies- Assist the Civil Division with appeals work, including writing and editing appellate court briefs, defending clients at oral argument when scheduled, and helping other attorneys in the office by preparing appeals and arguments- Draft various documents, including reports and updates, motions, memorandums, and various other court documents- Attend court to present and defend the client at status conferences, oral arguments on motions, in evidentiary hearings, and other hearings as set by the court- Provide risk analyses and status reports to the Practice Group Leader and, where appropriate, to the Maricopa County Board of Supervisors and clients on all cases and matters assigned- Assist with supervising and mentoring- Responsible for compliance with the continuing legal education requirements and other requirements imposed by the State Bar of Arizona
