    POSITION: Contract Analyst

    SALARY: $27.84 – 32.28 / Hour DOE

    REPORTS TO: F&W Administrative Manager

    LOCATION: Fish and Wildlife, Nespelem, WA

    Basic Functions: The Contract Analyst is a highly responsible contract support position for the Colville Confederated Tribes Fish & Wildlife (F&W) program. The Contract Analyst is a technical position in the F&W program verifies that all agreement documentation and paperwork is processed in an accurate and timely manner (i.e. contracts, modifications, reports); and develops and maintains an effective filing system for all information relating to program contracts and subcontracts. Provides backup support for the Contract Officer Representative as needed including managing the Pisces database and developing the scope of work for various contracts. Advancement to the Contract Analyst is based on meeting the qualifications of the position.

    Qualifications

    Education and Training:

  • Typically requires a Bachelor's Degree in Accounting or closely related field from an accredited university or college AND 36 months paid specialized experience demonstrating the ability to perform the duties and responsibilities of the position;
  • OR

  • Typically requires an Associate's degree in Accounting, business or closely related field from an accredited university or college AND 84 months paid specialized work experience demonstrating the ability to perform the duties and responsibilities of the position;
  • OR

  • HS AND 120 months combined education and paid specialized work experience demonstrating the ability to perform the duties and responsibilities of the position.
  • Knowledge, Skills, and Abilities:

  • Requires knowledge of contracting principles, methods, practices and terminology.
  • Require knowledge of various funding agency requirements, particularly for Bonneville Power Administration and Bureau of Indian Affairs; understanding of tribal accounting, purchasing, and payroll procedures as they apply to the subcontract administration.
  • Requires advanced skill in computer operations and applications as pertains to the monitoring of subcontract compliance.
  • Requires excellent verbal and written communication skills.
  • Requires knowledge of tribal administrative review process as it relates to subcontracts and budget modifications.
  • Requires the ability to read and understand financial reports including budgets, expenditure reports and subcontract modifications.
  • Requires the ability to recognize and solve difficult and complex subcontract and business program to provide sound advice to project leads and administration.
  • Requires the ability to works on projects individually and as a team member in a pleasant, efficient, and consistent manner.
  • Requires the ability to work independently and carry out tasks to completion.
  • Requires the ability to establish effective professional working relationships with co-workers, other programs, and funding agencies.
  • Requires a work history that reflects excellent attendance.
  • Requires sufficient hand-eye-arm coordination to use a keyboard and 10-key plus arm/hand movements to retrieve work materials and operate a variety of general office equipment.
  • Requires visual acuity to read words and numbers.
  • Requires auditory ability to carry on conversations over the phone and in person.
  • Requires the ability to lift at least 25 pounds.
  • Requires the ability to work a variable schedule, including: evenings, early mornings, holidays, and weekends as the work dictates.
  • Requires the ability to travel for meetings, training and conference participation as necessary.
  • Requires ability to drive in adverse weather conditions.
