  • Assist the government acquisition program office with acquisition planning, strategy, and execution for major acquisitions.
  • Assist the government acquisition program office with developing Performance Work Statements and other Acquisition Requirements Package documentation, e.g., Acquisition Plans, Contract Data Requirements List, Sole Source Justifications, Independent Government Estimates, Market Research Reports, Service Contract Approvals, DD254 Contract Security Classification Specifications, special contract language, evaluation criteria, etc., for various types of complex contracts and other procurement actions
  • Provide advice and recommendations for all elements in acquisition plans, including approaches, options, strategies, risks, contracting methods, competition, sources, cost, milestone schedules, and researching existing Governmentwide and/or Departmentwide contracts for available products and services.
  • Researching available suppliers and comparing the services and costs of obtaining support from the different providers.
  • Prepare/draft various contractual actions to include, but not limited to, contracts, purchase/delivery/task orders, blanket purchase agreements, indefinite delivery contracts, as necessary.
  • Assisting with various written documentation, including supporting the evaluation process for both informal and formal source selection procedures.
  • Administer and/or closeout Government contract vehicles in accordance with regulatory guidance and client procedures.
  • Performance management (e.g., submission of CPARS, ensuring compliance with the Quality Assurance Surveillance Plan [QASP]).
  • Preaward and postaward support, including source selection, tracking, and monitoring obligated funding, coordinating post award actions, and other duties as assigned.

Basic Qualifications:


  • A minimum of three (3) years of related experience
  • At minimum, a Bachelor's Degree from an accredited university
  • SECRET clearance is required
  • MUST possess a working knowledge of the Federal Acquisition Regulation (FAR) and DFARS
  • Knowledge of performancebased contracting, source selection plans, and procedures
  • Proven problemsolving abilities and a tangible track record of results
  • Experience with Microsoft Office Suite and the Internet
  • Ability to work directly with clients and mínimal direct supervision

Additional Qualifications:


  • Experience with Purchasing/Contracting Methods and Techniques including small purchasing techniques, basic Federal acquisition, research and interpretation of laws, regulations, and policies and routine negotiated procurement actions.
  • Knowledge of the principles, techniques, methods, and procedures of Government contracting to perform preaward, postaward procurement actions and aspects of contract administration.
  • Knowledge of the Department of Defense acquisition process.
  • Experience utilizing federal and DoD acquisition policies, regulations, and supplements in the performance of daily job duties.
  • Ability to communicate effectively orally and in writing.
