- Interviews applicants and requests specified information for loan or grant application.
- Provides support to applicants and clients throughout all phases of the housing rehabilitation process, including assisting in securing all required documentation.
- Responds to inquiries regarding the housing rehabilitation process, and coordinates staff efforts to address property owners' concerns.
- Requests property appraisals, applicant credit reports, background checks, reference checks, and other information pertinent to loan applicant's evaluation.
- Analyzes applicant financial status, credit, and property evaluation to determine feasibility of granting loan or submits application to credit analyst for verification and recommendation.
- Corresponds with creditors and applicants to resolve questions regarding application information.
- Compiles loan package and facilitates negotiation with applicant according to established policies regarding loan terms, fees, and repayment options.
- Presents case summaries for approval to the Redevelopment and Preservation Commission monthly.
- Ensures loans are funded within established guidelines.
- Ensures all documentation is complete, accurate, and compliant with internal and Federal guidelines.
- Identifies and analyzes potential loan markets to encourage participation in the program.
- Conducts field recruitment in neighborhoods throughout the city to obtain applications from residents interested in the rehabilitation programs offered by the City of Charleston.
- Forms collaborative partnerships with agencies for client referral to enhance program exposure and participation.
- Remains informed about federal guidelines that govern the programs.
- Performs other duties as assigned.
- Associate's Degree (AA/AS) and 2 years of related experience and/or training, or an equivalent combination of education and training.
- Valid driver's license.
- Thorough knowledge of Microsoft Office or similar software.
- Bachelor's Degree (BA/BS).

Summary
We are looking for a Housing Finance Coordinator to join the City of Charleston's Housing & Community Development Department In this role, you will be responsible for the overall coordination, planning, administration and management of the City's Housing Rehabilitation Programs, including the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME). This position examines, evaluates, and recommends approval of customer applications for residential real estate loans.
