When assigned to
Capital Projects , the employee performs supervisory, administrative, and professional engineering work in the Engineering Department relating to the design, permitting, estimating, contracting, and construction of Capital Improvement Projects, including routine and complex engineering-related work for environmental, water, sewer, street, and other infrastructure projects and programs, which requires independent judgment and initiative in developing methods and solutions to work through problems.
Additionally, this position may perform varied and responsible duties requiring a thorough knowledge of departmental policy, regulations, and operational procedures and the ability to allow considerable attention to detail and accuracy as well as the ability to exercise judgment and initiative, particularly in situations not clearly defined by precedent or established by procedures.
Transportation Engineering , the employee performs analytical work to review traffic engineering studies and Traffic Impact Analysis' submitted by private consultants for new development and Town and State transportation projects.
Plan review for new development plays a key role in ensuring that transportation networks are designed to meet the Town's plans and ordinances.
The Transportation Engineer will oversee transportation construction contracts and calculate the overall costs for a project and may often serve as the project manager for contracts with professional engineering consulting firms to conduct special planning and design studies for proposed capital projects.
The position will utilize data from traffic studies and other local and regional data sources to assess system safety and capacity needs to develop projects, countermeasures, and funding strategies to help improve the Town's transportation system and protect local neighborhoods.
The Transportation Engineer will represent the Town with other local, state, and federal agencies.Work is performed under the general supervision of the Engineering Director and is evaluated based on a review of work, conferences, meeting performance measures, and working per assigned duties.
The employee exercises considerable judgment and independence of action, including contacts with citizens, contractors, and developers.Distinguishing Features of the Class
An employee in this class will assist in the administration of planning and development of programs within the Engineering Department.
Administrative and technical supervision is exercised over professional engineers, construction management, and construction inspections through guidance/mentoring and advisement.
Duties may include consulting with boards and committees and leadership functions of training and work review.
Work requires advanced knowledge of the engineering field and local ordinances and strong public relations skills.
Work is supervised by the Engineering Director and is evaluated through conferences, reports, and progress on assigned duties, planning projects, and efforts.
This classification is FLSA-exempt.

Duties and Responsibilities:
Essential Duties and Tasks with
Capital Projects:
Lead projects and contracts for expanding and replacing Town infrastructure and is responsible for fulfilling the Town's obligations under various contracts, permits, and federal regulations.
Responsible for project design, including conducting needs assessments and preparing or reviewing complete plans, designs, and other contract documents for project bidding and construction.
Reviews all designs and documents prepared by consulting architects and engineers.Oversees and inspects contractors' construction work to ensure compliance with design specifications and established regulations.
Leads the work of consulting engineers. Maintains regular communication with clients, contractors, and engineers throughout the project.
Serve as the primary point of contact for residents, Town staff, developers, contractors, and the public regarding infrastructure projects and engineering standards and regulations.
Provide technical information and assistance and respond to inquiries, requests, and complaints.Prepare cost estimates and presentations for capital projects and budget materials.
Monitor expenses during the construction and closeout phases of assigned projects.
Review payments to contractors and consultants.
Maintain files and records on all assigned projects.
Prepares and submits records, reports, plans, and other documents as required for Town and State filing.
Collaborate with Town Departments on submitted plans and other documents.
May serve on various Town committees, as required.
Provide guidance, direction, and mentoring to the inspectors and engineering staff.
Perform special projects and related duties based on workload as required or directed.
Essential Duties and Tasks with
Transportation Engineering:
inspect construction work performed by utility agencies and others authorized to work according to sewer, water, and street opening permits.
Review traffic studies, hire consultants, analyze results, and make recommendations.
Ensures compliance with government standards and regulations.
Respond to citizen inquiries, perform field investigations as required, and develop solutions to transportation-related problems.
Make estimates of time, equipment, and material costs for in-house and contracted projects.
Organize project scopes, issue proposal requests, and conduct consultant selection.
Oversee task orders and payments for assigned projects.
Oversees and administers construction projects, including bid and contract administration, construction oversight, permitting coordination, document reviews, and progress meeting facilitation.
Serve as technical resource and liaison for Town staff, contractors, consultants, developers, community groups, commissions, agencies, and other stakeholders; respond to inquiries, requests, and complaints; perform research; provide consultation; identify and resolve issues.
Attend, conduct, and deliver presentations at various meetings; perform public outreach; prepare agendas, reports, specifications, schedules, engineering drawings, and other related documentation and communication materials.
Investigate and coordinate mitigation of construction problems with contractors and citizens to respond to drainage, street construction, traffic flow, and other construction-related issues.
Design or review projects, including administering the bidding process and sealing plans with a PE stamp as necessary; prepare engineering studies and reports.
Review proposed development plans for compliance with the area of assignment; participate in the Technical Review Committee.Prepare grant applications and project funding requests; prepare and administer professional services contacts.
Represent the Town and attend local and regional meetings in the area of assignment to advocate for the town's needs and priorities; establish and maintain collaborative working relationships with state and federal agencies and other local government units.
Prepare amendments to the Town's ordinances, including the Unified Development Ordinance.Respond to requests for information from citizens, realtors, developers, and other interested parties for issues relating to Town projects; respond to various citizen complaints and resolve conflicts with developers, contractors, and the general public.

Desirable Education and Experience
Bachelor's Degree in civil engineering or a related field with five to seven years of increasingly responsible professional civil engineering experience or equivalent combination of education and experience.
Registration as a Professional Engineer (PE) with the State of North Carolina.Special Requirement
Possession of a valid North Carolina driver's license. Physical Requirements
Must be able to perform the basic life operational functions of climbing physically, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, fingering, grasping, feeling, talking, and hearing.
Must be able to perform light work, occasionally exerting up to 50 pounds of force, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
Must possess the visual acuity to read extensively, use measurement devices, operate a motor vehicle, and perform building inspection tasks.
