The City of Roseville has one vacancy for either an Assistant City Engineer or a Graduate Civil Engineer based on qualifications.

The Assistant City Engineer is responsible for managing the City's engineering projects.

This position performs complex and complete professional civil engineering services for the City and its partnership cities, including infrastructure design, construction, plan review, and public record keeping of engineering projects.

The position also serves as the appointed City Engineer for a partnership city.
The duties listed below are intended only as illustrations of the various types of work that may be performed.

Provide administration and design of infrastructure projects, including street, pathway, water, stormwater, and sanitary sewer projects.
Review proposed developments for meeting city standards and requirements, and makes recommendations for conditions of approval.

Act as City Engineer for a partnership city (partnership cities include those where the City of Roseville has an agreement for provision of engineering services).

May serve as engineer of record for city projects to ensure standards and policies are met, and that the health, safety, and welfare of public is protected.

Supervise Project Coordinators and Engineering Technician III.

Communicate, highly technical material, project goals and process to diverse groups of residents, businesses, outside agencies, elected officials, and fellow staff.

Listens to concerns and recommends solutions.
Administer MN Statute 429 (special assessment) process for applicable construction projects.
Coordinate directly with outside agencies regarding plan review, permit requirements, grant applications and administration, and project coordination.
Solicit, hire, and manage outside consultants.

Initiate changes to keep the Public Works department up to date with the latest standards and engineering practices and processes.

Apply for and administers grants for city projects.
Continually show respect for diverse perspectives, backgrounds, and interests.

Exhibit sensitivity to the needs of diverse audiences in all duties performed on behalf of the City to support Roseville in building and sustaining an inclusive and equitable working environment and community.

Perform other job-related duties as assigned.
Bachelor's degree in civil engineering
Minimum of 5 years of experience
Licensed as a Professional Engineer in Minnesota or obtain within 6 months of hire
Valid driver's license

Experience in civil engineering, including design of streets and utilities; designing for state aid-funded projects; cost estimation; construction staging; coordinating with government agencies; grant writing for infrastructure funding; the MN Statute 429 process; development review; direct staff supervision; and construction site competence.

Working knowledge of GIS and CAD software applications.
Excellent communication skills

Most of the duties are performed in a normal office environment although there is exposure to disagreeable elements such as outdoor weather conditions, angry customers, and varying levels of stress.

There is some exposure to field or construction site conditions when visiting projects. Limited lifting of 25 pounds or less is required up to 15% of the time.

Travel within the City or region to view projects or attend meetings is likely to occur two to three times weekly.

The Assistant City Engineer is responsible for diverse, varied technical and complex matters, many of which have deadlines and require significant attention to detail.

Up to 45% of the time, work is performed at the highest level of detail under the pressure of deadlines.
