Job Description

This position accurately receives, processes and provides receipts for tax payments and other fees collected by the Treasurer's Office, while updating, and maintaining records.

This position receives, controls and accounts for these monies received in-person and by mail and prepares funds for deposit. Analyzes real property ownership transfers and collects appropriate excise tax. This position provides customer service and performs general clerical duties to support the department's operations.

This position requires applicants to pass a test - NCRC Work Keys - no later than 05/06/2024

Applicant must pass Level 4 (Silver Level) or higher of each of the three (3) ACT/Work Keys - National Career Readiness Test (NCRC) or current employees of Cowlitz County must have passed the Cowlitz County Clerical Exam.

Cowlitz County has partnered with Lower Columbia College (LCC) in Longview, WA, to facilitate the testing process. Test scores are good for 5 years.

Job Duties

Receive and process monies (cash/checks/cards) received in-person or by mail for payment of property taxes, assessments, excise taxes and other fees.

Compute interest and penalties where applicable. Each transaction is validated, receipts generated and filed.

Calculate and collect state excise tax on all real property transfers, including late fees, and excise taxes for designated cities.

Process returned checks from financial institutions. Issue notices negating receipt of original payment and include supporting information and documents. Maintain records, including developing, maintaining, and indexing records system and rolls. Assist with preparing monthly state excise tax summary report. Provide customer service at the counters, over the phone and by mail. Respond to inquiries, provide information and assistance on applicable laws and regulations, policies and procedures. Estimate advance taxes on new parcels on new plants, send tax statements, and computes refunds due to over-payment. Calculate and collect advance property taxes on mobile homes leaving the county, and businesses that sell or close. Issue mobile home movement permits and provides certifications of taxes paid. Balances cash drawer to computer receipt records. Investigate and correct discrepancies. Research ownership of property, responsible party for payments and delinquent tax data. Collects receipts for sewer assessments and several Junior Taxing Districts.

Perform general clerical duties to support the office functions and services provided by the Treasurer's Office, such as, phones, data entry of address changes, messaging, filing, compose and prepare department's correspondence.

Attend and participate in staff meetings.

Provide input and recommendations to improve own work processes and the general operation, performance and services provided by the department.

Attend training seminars.

Other Duties:

Perform other duties or projects as assigned, including assisting other staff in meeting deadlines and coverage during leave.

Qualifications

High School diploma or equivalent.

Must pass Level 4 (Silver Level) of each of the 3 ACT/Work Keys - National Career Readiness Tests (NCRC) through Lower Columbia College (LCC) or provide a passing NCRC Certificate or current employees of Cowlitz County must have passed the Cowlitz County Clerical Exam.

One (1) year of office clerical experience, including reception and customer service, and handling money transactions. General knowledge of real estate transfers, or able to develop it within 5 months of employment.

Deputy Treasurer II (Certified):

In order to promote to Deputy Treasurer II, an employee must complete training and be proficient in the processing of Real Estate Excise Tax and must have a high degree of knowledge to explain the tax levy process to assist taxpayers with questions regarding their property taxes.

Must also attend trainings that are given by the WA State Department of Revenue regarding taxes.

Posses or develop a general understanding of applicable codes, ordinances, laws, and statutes that relate to property taxation and excise tax, and knowledge in real estate transfers.

Maintain high standards of accuracy, ethics, and efficiency in handling money transactions.
