    Description

    General Description:

    Under the general direction of the Chief of Police, the Police Social Worker will provide direct services to persons interacting with law enforcement by providing services (trauma education, court accompaniment, etc.), referrals, and making contacts to assist with housing, food insecurity, senior services, healthcare needs, resources, juvenile services, or victim advocacy. They will build capacity within the region to address unmet or underserved needs, promote a trauma-responsive community, and will provide information to the public on available resources within the community. The Police Social Worker will collaborate with other members of the Support Services Division and ensure adequate service delivery to the community.

    Essential Functions

    Duties and Responsibilities:

    The functions listed below are those that represent the majority of the time spent working in this job/class. Management may assign additional functions related to the type of work of the job/class as necessary.

    Essential Functions:

    Essential duties and responsibilities include the following, other duties may be assigned:
    • Provides in-home visits to assess needs and services as needed.
    • Provides referrals to mental health treatment providers and counseling services for individuals and families.
    • Provides victim advocacy to victims of crimes in Petersburg and citizens in need of services after a crime in another locality.
    • Assists indigent referrals by making referrals within the Continuum of Care.
    • Work closely with Patrol Officers, members of the Criminal Investigations Division, Support Services Division, and Emergency Communications to provide adequate services and maintain consistent communication.
    • Respond to sensitive calls with Patrol Officers and provide support to family members or victims from the time of the incident through the conclusion of the investigation or as determined on a case-by-case basis.
    • Assists police in large-scale emergencies.
    • Maintains current knowledge of police activity, protocols, and policies.
    • Maintains a working relationship with the schools and community resources.
    • Explores and applies for appropriate grant opportunities; provides grant monitoring.
    • Provides in-service training to departments in need of social work knowledge, mandated reporting laws and other social work topics.
    • Coordinates with other agencies providing services (DSS, PCPS, healthcare agencies, in-home services, CSU, and others) to reduce the duplication of services and provide adequate service delivery to address the need(s) of the individual or family.
    • Maintains a comprehensive resource directory.
    • Provides information about area resources for Patrol Officers to distribute or share.
    • Assists the PBP with meeting the non-law enforcement needs of citizens and visitors.
    • Possess a working knowledge of common legal practices like Emergency Protective Orders, Emergency Custody Orders, Temporary Detention Orders, and others.
    • Provides referrals to Legal Aid.
    • Works closely with domestic violence resource providers to provide comprehensive services and adequate service delivery.
    • Utilizes available police records to provide adequate services and support.
    • Partners within the City of Petersburg to build capacity in areas with limited support and to address unmet needs through collaborative approaches with area agencies, non-profit organizations, and other stakeholders.
    • Provides limited case management services.
    • Responds by phone after hours, as needed.
    • Attends professional development and continuing education training to remain current in evidence-based practices and emerging trends in social work, forensic psychology, and the criminal justice system.
    • Complies with all City Policies, Protocols, and Procedures
    • Performs other duties as required or assigned.
    Qualifications

    Qualification Requirements:

    Minimum Education and Experience Requirements:

    Bachelor's degree in Social Work (BSW) or Master's degree in Social Work (MSW) required; five years related experience; experience or education in Criminal Justice or Forensic Psychology preferred.
    Other Skills and Abilities:
    • A degree in social work is required (BSW or MSW).
    • Knowledge of Federal, State, and local laws and ordinances related to the field of mental health, including domestic violence, mental health, and disabilities, the confidentiality code, the Child Abuse, and Neglect Act, and the Elderly Abuse and Neglect Act.
    • Knowledge of state, local, and private clinical and social welfare resources.
    • Knowledge of the circuit court system as related to juvenile justice and admissions for psychiatric assessments.
    • Skill in effectively communicating both orally and in writing.
    • Ability to work flexible hours, including evenings.
    • Ability to perform basic computer operations including data entry and queries.
    • Ability to maintain effective working relationships with employees, organizations, management officials and the general public
    Mathematical Requirements:

    Ability to calculate figures such as percentages. Ability to apply concepts of basic math. Knowledge of budgeting procedures and techniques.

    Communication Requirements:

    Excellent written and verbal communication skills. Effective skills in negotiating, public speaking, consulting, conflict resolution, report writing, editing of written materials, interpretations, and analysis of technical and statistical information. Ability to read, analyze, and interpret common reports and legal documents. Ability to respond to common inquiries or complaints from regulatory agencies, or members of the community. Ability to effectively present information to department heads, public groups, and/or City Council.

    Judgement Requirements:

    Ability to apply principles of logical thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism. Ability to deal with a variety of abstract and concrete variables. Ability to analyze a variety of complex administrative and operating issues, and the ability to make sound recommendations for their resolution.

    Must be available to work extended hours and attend day or night meetings of the City Council and other boards or commissions as necessary. Ability to work under pressure in a high-stress environment. Ability to see in order to review and evaluate the performance of subordinates, view computer monitors, read information and perform similar duties. Ability to perform a substantial amount of work by telephone; spends an average of 30% of work time on the telephone. Ability to sit or stand for lengthy periods; Ability to speak and hear clearly in person and over the telephone to accomplish work. The employee must occasionally lift and/or move up to 50 pounds.

    Special Certifications and Licenses:

    Must possess a Commonwealth of Virginia driver's license and a safe driving record.
