Human Resources and Risk Manager


The Department of Administrative Services is responsible for the divisions of Finance, Human Resources and Risk Management, and Information Technology.

The employees in the department support and reinforce City-wide operations with the goal of developing its most valuable resource - its people.

This goal is jointly accomplished through the preservation of the City's financial resources; the commitment to attract and retain a skilled workforce; and the effective management of the City's information systems.


The Position:


  • The Human Resources and Risk Manager will play a pivotal role within the organization, reporting directly to the Administrative Services Director. Joining the Department and the City during a thrilling period of opportunity and growth for the community, this position holds a key responsibility in overseeing essential human resources services. These services encompass recruitment, employee relations, benefits and compensation, training and development, workers' compensation, and safety.Responsibilities include:
  • Assume management responsibility for assigned services and activities of the Human Resources Division including recruitment, selection, classification, compensation, risk management, safety, workers' compensation, employee benefits administration, employee relations, training, and ADA compliance.
  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
  • Supervise and coordinate the Citywide risk management programs, including general liability, workers' compensation, and safety programs; collaborate with a thirdparty administrator to review claims and workrelated injuries.
  • Oversee the flexible benefits program; supervise the administration of employee benefits, including health, dental, life, and disability.
  • Serve as the ADA Compliance Officer; ensure Citywide compliance with Americans with Disabilities Act regulations.
  • Oversee and participate in conducting job analysis, classification, and compensation studies; recommend modifications to the City's classification plan; prepare written documentation to support recommendations.
  • Consult with department heads regarding Civil Service Rules, human resource policies and procedures, labor agreements, disciplinary procedures, and due process requirements; assist staff in responding to grievances and participating in hearings. Serve as a member of the City's labor relations team; participate in labor negotiations.
  • Participate in investigating allegations of sexual harassment, discrimination, or unfair treatment; respond to equal employment opportunity complaints; develop written conclusions or recommendations.
  • Serve as the liaison for the Human Resources Division with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
  • Conduct a variety of organizational studies, investigations operational studies, and legislative analysis; recommend modifications to human resource programs, policies, and procedures as appropriate.

Minimum Requirements:


  • Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.

Experience:


  • At least five (5) years of increasingly responsible professionallevel human resources experience including supervisory responsibility.
  • Public sector Human Resources experience in the areas of recruitment, selection, classification and compensation, benefits, risk management, safety, and labor relations are highly desirable.

Education/Training:

  • Equivalent to a bachelor's degree from an accredited college or university with major course work in business administration, human resources, or a related field.

Licenses and Certificates:

  • Certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) through the Human Resources Certification Institute, or SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SRM-SCP) through Society of Human Resources Management (SHRM) is desirable.
