    Senior Estimator (Government Contracts)

    Purpose:

    Colonna's Shipyard is seeking a Senior Estimator to support shipyard operations in Norfolk, VA.

    Position Summary:

    The Senior Estimator will report to the Director of Shipyard Business Operations and handle day-to-day government estimating tasks as assigned. The Senior Estimator is responsible to establish and maintain an estimating file for each contract - with the contract, specifications, all modifications, all correspondence to and from the customer, individual estimating sheets, etc. - used in the review and development of contract pricing strategies. Upon contract award, the Senior Estimator will lead the in-house turnover meeting from the Estimating Department to the Project Management team.

    Position may require work hours beyond a standard work week to support business operations.

    Essential Duties and Responsibilities:
    • Responsible for developing detailed labor and material estimates from government provided specifications.
    • Responsible for understanding, analyzing, and pricing the entire scope of the RFQ (Request for Quote) or RFP (Request for Proposal).
    • Will work closely with the Subcontractor Estimator and Material Estimator to ensure all aspects of the specification are accurately priced.
    • Perform analysis of subcontractor quotes to account for any exceptions taken.
    • Will be required to work on multiple proposals at the same time and be capable of meeting stringent schedule requirements.
    • Estimate by analyzing blueprints, specifications, proposals, scope of work and other documentation to prepare time, cost, and labor estimates for ship repair projects.
    • Inspect projects to validate repair/alteration information and produces estimates based upon those checks for all solicitations assigned; conduct the development of schedules and material procurement lists for all tasks, using Government work specifications, drawings, material lists, SARs, technical manuals, initiate planning and estimating efforts.
    • Ensure complete and accurate understanding of work scope through site visits and liaison with requesting activities and other representatives; document and maintain estimate work sheets, material, quotes and other reference material for reviews, advance planning milestones.
    • Prepare fixed price bids estimated by using man-hour labor, by skill/trade area and quotes.
    • Prepare comparative estimates as a basis for selecting qualified subcontractors.
    • Ensure cost estimates are accurate prior to the submission to management for review and pricing.
    • Analyze requests for proposals and contract terms and advise of potential business risk (warranties, insurance, and indemnification).
    • Recommend pricing strategy and contract terms to enable contract negotiations.
    • Direct and coordinate activities of personnel engaged in cost estimating for repair.
    • Analyze cost versus profit to determine the best business strategy to maximize the company's dollar.
    Position will also:
    • Support responses to RFPs, RFQs, RFIs, oral presentations, marketing efforts, etc.
    • Provides technical writing, editing, and proof-reading services for key areas of the proposal including articulation of strategic value, past performance capabilities, technical approach, and project governance.
    • Collaborate with capture team to gain an appropriate understanding of the strategy and to ensure the response clearly conveys the proper business perspective, key messages, value proposition, and differentiators against competition.
    • Develop and be accountable for the overall proposal schedule, outlines, compliance matrices, proposal development plan, and writing assignments.
    • Conducts lessons learned and document and implement actions to improve overall process.
    Required Qualifications:
    • Must have at least twelve (12) years' experience in government contract estimation roles and/or managing ship repair production operations (such as foreman, superintendent, project manager). A combination of relevant education and experience may be considered.
    • Must have hands on experience with government contract administration with the ability to read and interpret government specifications, blueprints, drawings and technical manuals and understand their impact on costs.
    • Must have a working knowledge of US Navy, MSC Standard Items and Work Specifications.
    • Must have excellent written and verbal communications skills as well as the ability to read the technical proposal requirements of a solicitation to develop an acceptable and winning technical proposal, addressing all requirements.
    • Must be able to travel and participate in "ship checks" (ability and badging access to ships required as well as physical abilities to safely navigate vessels and confined spaces) when required.
    Preferred Qualifications:
    • Prefer a bachelor's degree in business or, other related field.
    • Understanding of FAR and DFAR requirements to support various contract types (FFP and T&M) highly preferred.
    • Working knowledge of US Army, Coast Guard, and NOAA Standard Items and Work Specifications highly preferred.
    Travel Requirements:
    • Occasional Travel; 15% or less.
    Security Requirements:
    • Must be able to access Government facilities and be DBIDS eligible.
    • Position requires US Citizenship.
    Physical Requirements:
    • Remaining in a stationary position, often standing, or sitting for prolonged periods.
    • Able to sit and work on a computer for long periods of time.
    • Moving about accomplishing tasks or moving from one worksite to another.
    • Communicating with others to exchange information.
    • Light work that includes moving objects up to 20 pounds.
    • Must be physically agile to perform tasks in naval ships. Able to work on and climb ladders, work in extreme temperature environments, aboard ships, in shipyards, under industrial conditions and in confined spaces, including enter and moving through manholes.
    • Able to perform other duties as required which may involve high heat, humidity, noise and dirty conditions, working aloft or over the sides of vessels.
    • Frequent exposure to noise due to machinery and equipment.
    • While performing the duties of this job, you may frequently be required to stand, walk & sit; use hands or fingers; handle or feel; talk and hear. Occasionally required to reach with hands and arms, climb and balance, stoop, squat, kneel, twist and crawl.
    • Work in extreme temperatures and conditions. At times you will work in areas that have less adequate ventilation
