CHIEF HUMAN RESOURCES OFFICER
Definition
The Chief Human Resources Officer (CHRO) will serve as a member of the High Desert ESD (HDESD) executive team, overseeing all aspects of the human resource functions, including providing leadership in labor and employee group relations, including contract negotiations and maintenance.
As the lead steward of the employee experience, the CHRO will provide leadership that promotes department efficiency, excellence and equity.
The CHRO will be responsible for the strategic planning and implementation of human resources programs to include staffing and personnel functions for certified, administrative, classified, confidential, supervisory, substitutes and contract positions including recruitment, selection, assignment, evaluation and performance evaluation, employee record keeping and employee communication.
The CHRO will serve as the Title IX Coordinator and Lead Investigator and will be responsible for monitoring and implementing the HDESD's compliance under Title IX and associated Oregon state laws.
QualificationsThere is a minimum requirement of a Master's degree in public, business or education administration. CHRO must hold a valid Oregon Administrator license.
This position requires at least five (5) years of full-time successful related experience and experience building systems and structures for similar entities.
Knowledge of personnel practices, fair employment laws, collective bargaining statutes and certification rules is required. Access to reliable transportation is required.Classification

Performance Responsibilities
Provide innovative leadership in establishing human resource systems and processes that contribute to an employee and partner experience that is efficient, excellent and equitable
Create and execute plans for human resources services by identifying current and future needs and developing and aligning policies, regulations, processes, procedures, and systems to that plan
Guide and support HDESD administrators/supervisors in carrying out staffing and personnel functions including, recruiting, hiring, performance evaluation and record keeping
Assist administrators and supervisors in resolving personnel problems and provide advice on a wide range of personnel matters
Develop and monitor the annual budget for the department
Assure appropriate personnel are hired for all positions by screening, hiring and assigning qualified staff according to the needs of the HDESD and its programs
Plan & oversee effective new employee orientation activities
Create systems and structures to serve the entire staffing, personnel and professional learning needs of the organization
Create and lead a program of public information and relations, including employee communication
Provide for legal, fair and consistent administration of personnel laws, regulations, policies and negotiated agreements
Assure that all aspects of state and federal laws and collective bargaining agreements are followed relating to leaves, certification/licenses, layoffs, transfers, salary placement, benefits, complaints, personnel files and develop an evaluation process
Serve on the leadership team in the contract negotiations process by providing advice and information regarding personnel practices, laws, regulations, policies and the impact that proposed contract language may have
Serve as a primary liaison and contact person with the district's labor counsel and HDEA (HDESD union)
Supervise the preparation of employee contracts, exit interviews, develop and update personnel manuals and documents
Assist in development, implementation and application of district personnel policies, practices and procedures
Provide personnel department representation to various committees, special interest groups and public meetings
Coordinate and represent the HDESD in workers' compensation and unemployment insurance matters
Assist supervisory personnel in conducting due-process procedures
Lead dismissal hearings, non-renewal cases and plans of assistance
Is a liaison with law enforcement agencies, the Oregon State Department of Education and Teachers Standards and Practices Commission regarding the employment status of all employees
Conduct job studies, prepare job descriptions and recommend changes in classifications of salary
Provide for continuously improved data processing systems for distribution of personnel related information
Directly supervise the Human Resource Manager and other employees as assigned by the superintendent
Coordinate and facilitate regular job-alike meetings/gatherings of the HR leaders of the regional districts
Serve as the district safety officer
Coordinate and ensure district's compliance with Title IX, as well as state civil rights requirements
Respect and maintain confidential information in all situations
Fulfill other related duties as assigned
