    SCHOOL SAFETY SPECIALIST

    Definition:


    The School Safety Specialist has two main roles a) coordinating the Tri-County School Response Team and serving as the High Desert ESD (HDESD) representative on the Oregon Department of Education's School Safety and Prevention Specialist (SSPS) Team.

    SSPS duties include Threat Assessment Support, Suicide Prevention, and Bullying Prevention.


    The Tri-County School Response Team is composed of trained volunteers who respond to schools during a crisis, such as a sudden death or natural disaster.

    This team aids in restoring stability in the wake of a crisis by supporting students, parents, and staff members experiencing loss, grief, or trauma.

    Trained volunteers provide mental health triage, manage staff and student support rooms, and provide respite support to school staff to allow for self-care breaks during a crisis event response.


    Responsibilities related to the Tri-County School Response Team:
    Serve school districts in Crook, Deschutes, and Jefferson Counties
    Recruit a qualified and diverse volunteer pool from the Central Oregon region
    Coordinate evidence-based professional development opportunities for volunteers
    Ability to become a certified trainer in Question. Persuade. Refer. (QPR), Applied Suicide Intervention Skills Training (ASIST) & the CONNECT Postvention Training
    Respond to phone calls from school administrators requesting Tri-County School Response Team services
    Assemble and dispatch volunteer teams to respond to school crises
    Coordinate and facilitate dynamic training for diverse learners adjusting to different cultural environments as it relates to volunteers serving on the Tri-County School Response Team
    Maintain and update the Tri-County School Response Team Volunteer Manual
    Maintain and update the Tri-County School Response Team outreach materials, including a webpage
    Collect, summarize, and respond to feedback from school district partners in order to maintain responsive services


    The School Safety and Prevention Specialist (SSPS) works with the Oregon Department of Education (ODE) to provide equity-based training and technical assistance to school districts for the development, implementation, and maintenance of the statewide School Safety and Prevention System (Section 36 of HB 3427 and Senate Bill 52, Adi's Act).

    As defined in the legislation, the system required under this section shall be supported by Prevention Specialists who:
    a) Serve regions of this state, b) are trained in behavioral safety assessments also known as threat assessments, and c) provide regional school district support in the prevention of youth suicide, d) prevention of acts of bullying, intimidation or harassment and acts of cyberbullying, and e) provide or facilitate training, the development of programs and plans, the coordination of local teams and the provision of ongoing consultation to regional partners, school districts, and education service districts.


    In coordination with ODE, this position will engage with education stakeholders, community partners and tribal governments to identify, develop and implement opportunities to implement inclusion, equity, and cultural awareness of historically marginalized and under-served youth.

    This will include but not be limited to the meaningful engagement and inclusion of the voices and choices of students and youth of color, youth identifying as LGBTQ2SIA+, youth with disabilities, youth who are emergent bilinguals, youth bereaved by suicide, youth with mental illness or substance abuse disorders, and youth navigating poverty, homelessness, and foster care.


    Responsibilities related to School Safety and Prevention Specialist:
    As established in (ORS and (OAR , Prevention Specialists will consider input from, share information, and consult with representatives as required in OAR to develop the SSPS, including a specific and intentional focus on prevention, countering profiling, and enhancing the use of a racial equity lens.

    In coordination with ODE and local SSPS System stakeholders, Prevention Specialists will plan the development of a multidisciplinary model, team, and set of administrative processes designed to provide resource referrals and trainings for equity and racial equity-centered, strengths-based, social-emotional learning and trauma-informed suicide, bullying, cyberbullying and harassment prevention and student mental health promotion.

    Through engagement with System stakeholders and coordination with ODE, Prevention Specialists develop SSPS to result in fewer disproportionate outcomes for students and youth of color and currently and historically underserved students and youth, increase access to equitable mental and behavioral healthcare services, and establish ESDs as hubs for student crisis response and prevention-based education.


    Equity-based SSPS System Development:


    In coordination with ODE and the statewide SSPS System, Prevention Specialists will develop a Regional ESD-based multidisciplinary SSPS model and team.

    The Prevention Specialist will invite constituent school districts, public mental/behavioral health and service providers, family and social service agencies, and community-based organizations to participate on this team.

    As provided in OAR , the Prevention Specialist will ensure the prioritization of equity and racial equity in developing multidisciplinary safety assessment teams designed to prevent targeted violence.

    This will occur through the completion of ODE equity and racial equity training, the engagement and representation of historically and currently underserved students, and the incorporation of evidence-based and field-tested best practices.

    In coordination with ODE, Prevention Specialists will develop a training plan for SSPS.

    As established in OAR , Prevention Specialists will develop training capacity that includes equity and racial equity lens training, safety assessment, suicide prevention (prevention, intervention, and postvention), and student wellness, bullying, cyberbullying, harassment, and intimidation prevention to provide services and supports across three tiers including universal, selected, and targeted supports.

    When feasible, Prevention Specialists should facilitate access to these trainings for ESD-based team participants and engage the perspectives, resources, and educational opportunities made through partnerships with public agencies and community-based organizations to further SSPS training and professional development.

    Prevention Specialists will also promote access to the SafeOregon Tip Line with ESD-based teams and constituent school districts.

    In coordination with ODE, Prevention Specialists will develop evaluation materials.

    The purpose of the evaluation is to ensure the SSPS system complies with Section 36 of HB 3427 and Senate Bill 52, of the Student Success Act and OAR These materials include an SSPS Annual Plan, SSPS stakeholder-based Needs Assessment, Quarterly Reports, SSPS System Satisfaction Surveys, and can include ESD-based internal continuous improvement tools.

    Prevention Specialists will develop SSPS administrative agreements and processes.

    Administrative Agreements include interagency information-sharing agreements, safety assessment team staffing commitments, and SSPS System policies and workflow processes designed to connect and root ESD-based teams with participating school districts, schools, area service providers, and school communities.

    Administrative Processes will also include determining crisis response and prevention education roles and responsibilities in coordination with Suicide Prevention and Student Wellness Specialists (SSPS System partners), school districts, public service agencies, and community-based organizations.

    Minimum Qualifications:

    Required:


    Bachelor's Degree from an accredited college or university in the fields of public health, emergency management, public safety, mental health, or another related field.

    Experience working with students, families, and staff from diverse ethnic, cultural and socio economic backgrounds.
    Minimum of three years of successful leadership experience including delivering staff development to adult learners.

    Knowledge and experience in of mental and behavioral health practices and systems related to suicide prevention, intervention and postvention as well as Behavioral Threat Assements, Bullying and Harassment prevention.

    Demonstrable commitment to equity, diversity, and inclusion
    Requires possession of an Oregon Class C Driver's License. Must have access to reliable transportation, as the position requires travel and consistent attendance.
    Demonstrate ability to facilitate various stakeholder groups, solicit input, synthesize and summarize data.
    Ability to use technology in daily work
    Ability to work independently and cooperatively as well as communicate effectively both orally and in writing.
    Three (3) letters of recommendation that reflect how your background and experience qualifies you for this position.


    Preferred:
    3 years of experience in crisis response, emergency management, or a combination of the two
    Bilingual in Spanish
    Experience working in a PK-12 education setting
    Critical Incident Stress Management Training
    Knowledge and experience using trauma-informed practices
    Knowledge and experience using an equity lens in crisis response
    Familiarity with state and federal grants, such as reporting guidelines and managing budgets and deliverables

    Working Location:

    This job requires travel to school buildings in the tri-county (Crook, Deschutes and Jefferson County) for networking, assessments, training, and responding to crises.

    Working autonomously is an expectation of this position, which could mean some remote work when not traveling to school buildings.

    Additional Responsibilities relating to both roles of this position:
    Foster and maintain partnerships with school district personnel in Central Oregon region as well as applicable community partners, such as law enforcement, local public health authorities, local mental health authorities, regional youth-serving organizations, County Emergency Managers, and other emergency management professionals
    Regular attendance and engagement with ODE School Safety and Prevention Team
    Maintain a focus on culturally responsive pedagogy in every aspect of the work
    Actively communicate thoughtful, engaging, and proactive follow-up messaging with all constituents and volunteers
    Provide follow-up support on program development and implementation in districts
    Evaluate the effectiveness of programmatic components and utilize relevant evaluation data to revise or recommend changes
    Prepare various narrative and statistical reports and/or presentations about the Tri-County School Response Program and the Emergency Preparedness Program implementation and outcomes
    Coordinates planning and response with local emergency response agencies
    Coordinates and implements public information and awareness activities as directed
    Participate in state-wide trainings and collaboration meetings
    Maintain professional and technical knowledge by participating in professional development activities
    Knowledge and experience in data collection and analysis
    Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner
    Work independently with limited direction at times, organize own work, set priorities, and meet critical time deadlines
    Operate modern office equipment including personal computer equipment using standard or customized software application programs appropriate to assigned tasks
    Perform other related duties as assigned
