Description

Performs highly responsible administrative and professional work in planning, coordinating, and managing various Public Works service areas, including but not limited to the operation and maintenance of streets, stormwater collection systems, underground infrastructure, rights-of-way, facilities, grounds, cemetery services and/or vehicle fleet.

Assists in long-term and short-term planning and development of departmental policies and procedures.

The Director performs professional and managerial work that requires advanced knowledge of the principles of planning, operating, and maintaining public utility infrastructure systems, construction and contract administration, personnel administration, project management, budgeting, and maintenance operations.

Work is performed under general administrative direction and requires a considerable amount of independent judgment.


Primary Duties

  • Prepares presentations for any presents to commission from time to time.
  • Plans, coordinates and manages the implementation and administration of comprehensive Public Works programs.
  • Creates schedules for Public Works projects to illustrate critical milestones and progress. Manages updates to schedules and works to incorporate schedule creation and management requirements into project documents, agreements, and requirements.
  • Publishes appropriate information for publicfacing workorder and workorder updated status to assist the public in tracking progress and remaining informed regarding the identification of items and their resolution.
  • Recommends, develops, implements and monitors operational policies and procedures, and provides daily oversight of all divisions reporting within public works.
  • Oversees City engineering functions and projects, including but not limited to attending preconstruction meetings, daily inspection of new infrastructure (e.g., water, sewer, stormwater management systems and roadways), and final inspections and recommendations for acceptance.
  • Oversees the design and development of construction plans for Capital projects. Reviews asbuilt drawings and construction plans for accuracy and potential conflicts prior to plan approval.
  • Coordinates all traffic signal repairs and maintenance, reviews DOT and continuing service contacts for piggyback opportunities and supervises sign maintenance and replacement program to ensure all City signs comply with the MUTCD code.
  • Plans, organizes and oversees all activities and operations of the facilities, grounds including parks and cemetery, and fleet maintenance, ensuring compliance with all applicable laws, regulations, policies, procedures and standards of safety.
  • Plans, oversees, and evaluates the strategic planning and delivery of effective and efficient fleet management operations. Approves the acquisition and disposal of City vehicles and equipment. Monitors and approves fuel acquisition and inventory.
  • Develops requests for proposals/qualifications/quotations/bids for facility design and construction services and procurement of City vehicles and equipment with intent to cultivate a diverse pool of vendors to reduce cost, improve quality and increase reliability. Administers contracts and reviews and authorizes contractor pay requests.
  • Reviews and/or develops specifications and inspects facilities construction work in progress and at completion for compliance with established codes, ordinances and standards, contracts, and standards of quality and safety.
  • Administers equipment and facility preventive and planned maintenance programs.
  • Supervises purchases, orders materials, and prepares budget requests, reviews and responds to submission of new products for approved products list, and maintains specific jobrelated documentation for accreditation and grant purposes.
  • Works in conjunction with other managers and supervisors to complete tasks, interdepartmental, interagency, and cooperative projects.
  • Works in conjunction with management and other agencies, in the investigation and response to claims regarding damage to citizens'/private property.
  • May be placed on emergency callouts and supervises all oncall personnel for afterhour emergencies. May be required to work rotating shifts, oncall duties, and extended hours in emergency situations.
  • Maintains knowledge of and trains employees on job specific tasks, proper tool and equipment usage, chemical usage, personal protective equipment, and other safety practices. Facilitates regular safety training for personnel.
  • Maintains awareness of occupational hazards and promotes and enforces safety precautions in the workplace, including maintaining pesticide, herbicide and fertilizer inventory, MSDS sheets and storage location of chemicals in accordance with pertinent laws.
