    County of Madera is establishing a list of qualified applicants for this position. Applications will be accepted continuously until otherwise noted and the list will be used to fill current vacancies in this classification.

    Under general supervision, provides professional mental health services; provides clinical and casework services, and counseling and treatment for mentally and emotionally disturbed clients and their families; and performs related work as required.

    SUPERVISION EXERCISED

    Exercises no supervision.

    Examples of Duties

    Performs journey level professional casework and clinical services with mentally and emotionally disturbed clients; works as a team member with other professionals; participates in evaluative and diagnostic staff conferences; conducts individual, family and group therapy; interviews clients and relatives; makes referrals to appropriate professionals, outside agencies, or specialized services; participates in collaborative treatment with representatives of other agencies; prepares verbal, written, and statistical reports; attends conferences, workshops, and training to maintain current awareness of mental health methodologies and issues; operates a personal computer and other office equipment; communicates effectively with others in person and over the telephone; analyze data, interpret directions, procedures and regulations, and develop appropriate responses; perform job duties under stressful conditions; respond appropriately to situations; maintain confidential information in accordance with legal standards and/or County regulations; makes presentations; and may be assigned some lead and special work coordination responsibilities.

    Employment Standards / Minimum Qualifications

    Knowledge of:
    • Principles, procedures, techniques, trends of clinical and casework services, counseling, and treatment.
    • Social aspects and characteristics of mental and emotional disturbances.
    • Principles of mental health education.
    • Theories and causes of substance abuse.
    • A wide variety of therapeutic and treatment approaches for persons with mental and emotional problems.
    • Scope, availability, and activities of community resources, including other mental health and social service agencies.
    • Current trends in mental hygiene, mental health, public health, and social services, including State and Federal programs in these areas.
    Skill to:
    • Operate a motor vehicle safely.
    Ability to:
    • Develop and maintain the confidence and cooperation of mentally and emotionally disturbed clients and families.
    • Perform skilled counseling.
    • Develop and implement treatment plans.
    • Maintain the confidentiality of client information.

    • Organize, data, develop information, and prepare clear, concise, comprehensive records and reports.
    • Develop and maintain effective working relationships with the general public, co-workers and those contacted during the course of work.

    Education and Experience
    Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

    Training:

    Graduation from an accredited graduate school with a Master's Degree in counseling, social work, psychology, marriage and family counseling or a closely related field.

    License or Certification:

    Current license as a Clinical Social Worker, Marriage and Family Therapist, or Professional Clinical Counselor*issued by the California State Board of Behavioral Sciences.

    Possession of, or ability to obtain, an appropriate, valid California driver's license.

    *Individuals who are qualifying with current licensure as a Professional Clinical Counselor must show at the time of application, proof of completed, additional coursework as outlined in the Business and Professions Code Section A)(B) and (C), to perform assessments and treatment of couples or families.

    Special Requirements:

    Essential duties require the following physical skills and work environment:

    Ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and lift 25 lbs.; exposure to cold, heat, noise, outdoors, chemicals, and infectious disease; ability to travel to different sites and locations; availability for shift work, on-call and standby.

    Application Process

    Only qualified applicants who pass the minimum qualifications review, will be invited to the examination process which may be administered either by an evaluation of education and experience, a written examination, oral interview, or any combination of qualifications appraisal determined by the Department of Human Resources to be appropriate.     PLACEMENT ON THE ELIGIBLE LIST:The Civil Service Commission may limit the number of qualified applicants eligible to participate in the examination process. If two or more candidates have the same total final score on an examination, they shall be ranked in order of their scores in that portion of the examination which has the greatest weight. The names of two or more eligibles having final ratings which are identical shall be grouped on the eligible list as tie names with equal rank for certification and appointment purposes.

    Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.

    PRE-EMPLOYMENT MEDICAL REQUIREMENTS:As a condition of employment with the County of Madera, a candidate must submit to a Tuberculosis (TB) screening, and related follow up testing as necessary. Designated classifications* are also subject to a medical examination, which includes a review of medical history. TB screenings and medical exams are administered by the Madera County Public Health Department and/or health care professional designated by the County.

    • 1 sick leave day per month (unlimited accrual);
    • 2 weeks paid vacation after 1 year, vacation accrual increasing thereafter with years of service (45 days maximum accrual);
    • Membership in the California Public Employees' Retirement System (CalPERS), with an enhanced 2.7% @ 55 retirement benefit formula (based on the highest 12 months with the employee paying 8% toward the retirement cost) for those individuals with current or prior qualifying public sector service that establishes eligibility as a "classic member" pursuant to the provisions of California's 2013 Pension Reform Act (Act) and CalPERS Regulations. Individuals with no current or prior qualifying public sector service, and who are defined as new members or new employees under the Act, will be eligible for the 2% @ 62 retirement benefit formula (based on the highest 36-months with the employee paying 7.75% toward the retirement cost);
    • County participates in the Public Employees' Retirement System Health Benefit Program and for certain selected health plans, the County pays 95% of health insurance premium for employee and 50% for either two-party or dependent coverage;
