ABOUT THIS POSITION:


The Parks and Recreation Department is one of the largest municipal park systems in the nation with more than 41,000 acres of desert parks and mountain preserves with 200 miles of trails; 29 pools; 8 golf courses; 186 flatland parks; 10 preserve areas; and 33 community centers.

Over a million Phoenix-area residents regularly enjoy the City's parks, playgrounds, walking paths, athletic fields and open green spaces.


The department procures and manages various types of contracts such as non-profit operating agreements, revenue agreements, concessionaire agreements, maintenance agreements, development agreements, and good and services agreements.

Additionally, the department manages the licenses for the communication towers on South Mountain and processes license transfers and badging for contracted vendors.


The Contracts Specialist II performs advance level work in writing, procuring, negotiating, executing, and administering complex contracts and solicitations for the department.

Work requires the use of critical thinking skills, initiative, and professional judgment, and is performed under the general direction of the Procurement Authority.


Position job duties include:

  • Performing a variety of solicitations including Request for Proposals, Request for Qualifications, Request for Quotations, Invitation for Bids and Revenue Contract Solicitations.
  • Developing various types of governmental contracts.
  • Serving as the contract administrator for assigned agreements.
  • Interfacing with vendors/contractors/operators.
  • Knowledge of the Procurement Code and A.R. 3.10.
  • Preparing City Council Reports using the Legistar system.
  • Updating the contracts database and procurement tracking log.
  • Identifying areas where process improvements can lead to efficiencies.

IDEAL CANDIDATE:


  • Knowledge of local, state, and federal laws and regulations relevant to purchasing, procurement, and principles of accounting.
  • Knowledge and understanding of purchase orders.
  • Knowledge in Pay Ordinances.
  • Ability to correctly interpret complex laws, regulations, guidelines, agreements, and follow policies and procedures.
  • Ability to break down complex information into comprehensive parts, ask questions, synthesize, and analyze information.
  • Ability to manage multiple projects at once and meet deadlines.
  • Excellent written and oral communication skills.
  • Demonstrates exemplary customerservice skills.

SALARY:


Pay Range:
$63, ,780.80 annually.


Hiring Range:
$63, $80,454.40 annually.

MINIMUM QUALIFICATIONS:


  • Three years of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation.
  • Bachelor's degree in public or business administration or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
