Duties:


  • The duties may include, but are not limited to:
  • Develops, recommends, directs, reviews, and modifies programs, policies, and procedures
  • Evaluates assigned Program operations and issues instructions and determinations as are necessary to most effectively accomplish the activities and mission of the Program.
  • Provides leadership in formulating, integrating with overall national policy, and administering longrange and current policies applicable to the Program's responsibilities.
  • Serves as a consultant and advisor to the Deputy Administrator, Associate Administrator, AMS Administrator and other officials of the Department.
  • Provides administrative and technical direction in the execution of the approved policies and programs carried out by the headquarters organization and regional and field offices.
  • Reviews and evaluates program and objectives, goals, and accomplishment with changing industry, policy, and program circumstances and requirements for the purpose of appraising effectiveness.
  • Determines program deficiencies and initiates necessary changes. Evaluates, coordinates, and consolidates program requests regarding budgetary and staffing constraints.
  • Provides leadership in developing and maintaining working relationships with the Legislative and Regulatory Review staff for issues related to the Program's mission.
  • Represents the Program, Agency and the Department in establishing and maintaining relationships with key industry representatives, local governments, the public and other federal agencies.
  • Manages work through subordinate staff, which may include supervisors, Division Directors, who each direct substantial program segments, involving urgency and technical complexity due to policy analysis and regulatory requirements.

  • You must be a US Citizen or US National.
  • Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt.
  • Subject to satisfactory adjudication of background investigation and/or fingerprint check.
  • Successful completion of oneyear probationary period, unless previously served.
  • Subject to oneyear supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
  • Direct Deposit: Per Public Law all Federal employees are required to have federal payments made by direct deposit to their financial institution.
  • In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.

Qualifications:


  • Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

FOR THE GS-15 LEVEL:Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Demonstrated second-line supervisory experience, overseeing technical, programmatic, and administrative supervisors and staff, from a junior through senior level.
  • Experience formalizing, institutionalizing, and documenting workflows and processes across subordinate units in a multidisciplinary organization.
  • Experience leading teams and supervisors through rapid organizational growth and change, in highpressure, highvisibility, highvolume work environments with limited resources.
  • Experience developing processes, procedures, internal controls and impact assessment relating to federal funding programs, research agreements, or other grantmaking or funding mechanisms.
  • Experience prioritizing customer service, supporting stakeholder success, optimizing program impacts for economic development, market development, agricultural market readiness, and/or improved supply chain resilience.
  • Experience writing briefing papers and memos on complex policy topics and demonstrated experience briefing senior leadership and external groups on priorities and technicallyfocused policy options and directions.

There is no education substitution for this grade level.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
