Minimum Qualifications


One year of permanent service as a Data Analyst 1 OR bachelor's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, and three years of experience* in data visualization, and statistical models and data mining tools.


Preferred Qualifications:
Experience in data aggregation techniques, professional experience creating data visualizations used for intelligence by organizational management. Proficiency in data aggregation, data cleaning, general-purpose programming languages (SAS, Python, R, and SQL), and data quality control techniques. Be able to function independently, and prioritize and handle multiple responsibilities with strong organizational, analytical, and critical thinking skill.


Duties Description
Develop structures to collect and manage all OALTC data


Applications utilized:

SharePoint Sites, SharePoint Lists, Microsoft Power Automate, SAS Enterprise Guide, SAS, Tableau, Drupal Surveys, Health Commerce Systems' HERDS Surveys, SQL Developer, R Studio, Python, Microsoft Visio, Microsoft, Access, Microsoft Excel, Microsoft Teams, Adobe Acrobat; Develop, implement, and produce data Quality Controls reports from collected data and other data sources; Collaborate directly with program managers to gather requirements, provide status updates on the development of requested data products; Respond to Public Health Emergencies by working with the Centers leadership to establish data-guided solutions; Coordinate efficient IT/Data solutions for OALTC program needs; Support and assist the Center for Policy and Regulatory Initiatives; Document and maintain procedures for all activities completed by supervised staff; Assist with implementing and maintaining data collection systems for newly implemented Health Regulations, laws, or policies applicable to OALTC Centers; Ongoing learning of best practices for data collection and quality control by attending seminars and reviewing training sources; Other assignments as needed.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
