As the Records Service Manager, you will plan, organize, direct, and manage the Office of Vital Registration and the seven satellite public service sites in accordance with the Arizona State Statutes, Arizona Administrative Code, and all applicable federal health, records & data reporting requirements.

We Also Value- Master's degree in Public Health, Public Administration, Health Administration, Health Management, or closely related field- Three or more years experience in public health programming or health administration- Experience in grants management and budget development


Job Contributions- Assess the regulatory and data reporting compliance of the medical records and vital records registration, issuance, correction, and amendment of patient information and vital events occurring within Maricopa County, including the transportation and disposition of human remains and the fulfillment of complete and accurate medical certification of causes of death per state and federal reporting guidelines.

Recommend strategies, policies, programs, and funding to fulfill those needs- Evaluate program effectiveness and develop strategies to ensure program goals are met; develop and direct strategies to improve program effectiveness and service delivery; coordinate services among department programs.

Evaluate, develop, and prepare funding proposals for the office.

Support program-wide committees and work groups that address quality/risk management and strategic issues related to all Indigent Decedent Services, medical and vital records management, and reporting- Manage and coordinate Office of Vital Records and Medical Records, as well as Indigent Decedent personnel functions relating to reward/recognition, conflict resolution, employee relations, performance management, and disciplinary issues, as well as assist with recruitment strategies with the administrative team.

Ensure management and line staff comply with Department and County policies, procedures, and processes- Ensure the security and confidentiality of all data pertaining to the recording and administration of all Maricopa County clinic medical records, vital events, Arizona vital records, disposition and transportation of all human remains, and the medical certification of causes of death.

Ensure that the quality, compliance, and adherence of all operational activities are consistent with county, state, and federal requirements for the Office of Vital Records, Medical Records, and Indigent Decedent Services- Oversee the maintenance and preparation of a multi-million-dollar program budget, including self-directed revenue sources.

Research and administer funding and service expansion opportunities.

Administer and direct sub-contracts and intergovernmental agreements with other agencies to improve service delivery and improve quality of data reporting.
