The Global Environment Facility (GEF) is a multilateral financial mechanism created in 1991 to provide grant and concessional funds to recipient countries for projects and programs that address biodiversity loss, climate change mitigation and adaptation, degradation of international waters, land and forests, ozone depletion, elimination or reduction of persistent organic pollutants and mercury, all within the framework of sustainable development.


The GEF unites 186 countries in partnership with international institutions, civil society organizations (CSOs), and the private sector to address global environmental issues while supporting national sustainable development initiatives.

An independently operating financial organization, GEF is the designated financial mechanism for five multilateral environmental conventions:

The Convention on Biological Diversity, the Stockholm Convention on Persistent Organic Pollutants, the UN Framework Convention on Climate Change (UNFCCC), UN Convention to Combat Desertification, and Minamata Convention on Mercury.

GEF was also recently designated to serve as part of the financial mechanism of the international legally binding instrument under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of Areas Beyond National Jurisdiction (BBNJ).


Since 1991, the GEF has achieved a strong track record with developing countries and countries with economies in transition, providing $24.7 billion in grants for over 5,700 projects in over 170 countries.


The GEF Secretariat is a Vice Presidential Unit (VPU) within the World Bank for administrative purposes and has approximately 70 professional, administrative and client support staff.

The GEF Policy and Operations Division is responsible for several critical corporate functions, including: i) design and drafting GEF policies, guidelines and related documents for the GEF family of funds, ii) guidance to GEF Agencies, countries and other stakeholders on GEF policy and guidelines, through GEF business processes and systems; iii) portfolio management and quality assurance; and iv) results monitoring, reporting and preparation of key GEF external reports.


Duties and Accountabilities


The primary responsibilities of the Analyst will be to support the results monitoring and portfolio management functions of the Secretariat, working with staff across the GEF Secretariat, implementing partners and beneficiary countries and other stakeholders.

Activities will include undertaking analytical work, both quantitative and qualitative, on GEF projects and programs through in-depth reviews of GEF project documents and internal quantitative/qualitative databases.


Specific deliverables would include:

  • Updating the overall data architecture for measuring results and portfolio progress.
  • Reviewing and providing guidance on strengthening the choice of indicators and associated measurement concerns, clarify the definitions of the indicators in collaboration with relevant staff, and review the data collection and data analytics systems currently in place.
  • Translating technical analyses in core areas of data science into recommendations for programs and policies.
  • Supporting the implementation of key GEF Information Technology systems (e.g., the GEF Portal), including review and updates to templates and input formats, testing, and collaboration with the World Bank systems teams.
  • Strengthening databases documenting lessons learned, results frameworks, success stories and any other information that provides the basis for a better aggregation of results.
  • Provide support in data collection, analysis and report writing, including by innovatively using data, stories, and analytics to build powerful narratives
  • Conducting results, risks and monitoring and evaluation reviews in given areas of the GEF portfolio, such as a region, country, focal area or integrated program.

Selection Criteria

  • A Master's degree in Environmental Economics, Environmental Management, Natural Resource Management, Sustainable Development, or related field, with at least 4 years of related experience, or equivalent combination of education and experience
  • Strong and proven academic, technical, and analytical background
  • Proven criticalthinking skills, with a willingness to explore unfamiliar issues
  • Excellent written and verbal communication skills in English, with the ability to present and summarize ideas clearly, methodically, and concisely
