The Division of Information Technology aims to align technology solutions with the DOHMH mission by prioritizing resource use and deploying innovations that facilitate the agency's day-to-day activities and enhance staff productivity and efficiency.

Our goal is to provide users with a reliable, stable, and safe computing environment, through the collaboration of the Bureau of Technology Strategy & Project Management provides business analysis and IT project management services to define and deliver IT solutions that meet all program needs.


This a grant-funded W-2 position with full employment benefits that expires 6/30/2025 (possibility for extension) hired through the Fund for Public Health New York and will be assigned to NYC DOHMH. Only those with authorization to work in the U.S. without sponsorship should apply. This is an on-site position, no remote or hybrid option available. Professional references are required.

Specifically, the IT Project Manager will:

  • Provide vendor management from start to completion of the project.
  • Oversee the Business Analysis process.
  • Gather requirements for changes to existing systems and building new systems.
  • Assist the Solution Director in developing Request for Proposals [RFPs].
  • Assist the Program leads in the Project Prioritization process.
  • Work with the Program / Technical leads in developing Technical Assessment (TA) documents at Project intake and present the solution / solutions for approval at the Architectural Review Board (ARB) Meeting.
  • Develop rollout plan and oversee deployment into production, including developing a support plan.
  • Work with the Technical leads in developing Technical Requirement Documents [TRD], User Guides, User Manuals and Application Support documentation.
  • Complete Cloud Reviews
  • Review Application Scans work with Development and IT Security team to resolve system vulnerabilities identified.
  • Work with IT Security team to complete all necessary documentation such as Risk Acceptance forms.
  • Create / update Topologies and System Architecture diagrams.
  • Execution of project from start to finish. Create and update Project Plans / Project tracker status updates.
  • Meet with key stakeholder to understand current operations.
  • Provide guidance on best solution to streamline or process reengineer their current operation
Conduct JAD sessions or workshops with business users to elicit information regarding their requirements.

  • Develop functional requirement documents.
  • Ensure needed updates and enhancements are captured and communicated to the Project team.
  • Work with DOHMH Program teams to properly capture issues and assist with resolution, ensure proper followup occurs and that all issues are resolved within an estimated timeframe.
  • Collaborate and work with a matrixbased team of staff including clinical and disease program staff, development team, DBAs, network and security teams, vendors, and consultants.
  • Maintain user access control.
  • Troubleshoot issues and perform system maintenance tasks.

Qualifications and Requirements:


  • Strong technical and development background
  • Ability to communicate problems and solutions to the user. Verbal communication and problemsolving skills include soliciting, clarifying, affirming, consensusbuilding, and nonverbal/written
  • Effective at communicating technical concepts to nontechnical users
  • Ability to resolve issues in a timely manner
  • Ability to prioritize issues based on business and operational needs
  • Proficient in writing SQL queries using Microsoft SQL Server
  • Understanding of full Software Development Life Cycle (SDLC)
  • Proactive and selfmotivated individual with the ability to work in teams with multiple stakeholders.

Preferred Skills

  • Knowledge of XML and HL
  • Strong analytical skills and ability to manage and report complex information
  • Experience with data collection, analysis, and interpretation
  • Experience with clinical operations and workflow
  • Desire to grow professionally, develop new skills and willingness to work outside of comfor
