    First Episode Psychosis (FEP) Program Administrator (MAPS3/DBHR)

    About the Prenatal-25 Strategic Plan


    The goal of the strategic plan is to develop longer term, system-wide strategies to ensure access to high-quality, equitable care and supports in behavioral health education and promotion, prevention, intervention, recovery, and ongoing well-being for families in the perinatal stage (pregnancy through the first year of life), children, youth, young people transitioning to adulthood, and their caregivers.

    The strategic plan will cover the entire spectrum of mental health and substance use preventive care, treatment, and support, including individuals without insurance, those enrolled in Medicaid, and those covered by commercial insurance.

    It is also intended to address behavioral health needs, services, and capacity in all settings and systems.


    About the position:


    The position supports the Health Care Authority's (HCA) Division of Behavioral Health and Recovery's (DBHR) mission and strategic goals including increasing access to community-based services and increasing evidence-based practices.

    This position, FEP Program Administrator, is responsible to support and work in concert with the FEP Program Director to develop and manage the strategic implementation of Coordinated Specialty Care (CSC) programs that provide early identification and intervention for transition- aged youth (TAY) and young adults when they are first diagnosed with psychosis.

    This position supports the development, administration, and formulation of policy and ensures implementation of evidence-based and promising practices for TAY in line with the values of the P-25, DBHR, and HCA.

    The FEP Initiative is a statewide rollout of specialized services requiring continued work with multiple systems and tribal partners to create contracted partnerships across the state serving this specialized population.

    Work includes developing partnerships with multiple partners that are not traditional behavioral health partnership to identify and refer youth and young adults appropriately and early.


    This position is eligible to telework and is typically not required to report on-site, but will require some in-person meetings.

    The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington.

    Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

    Some of what you will do:

    • Manage new contracts related to the maintenance and continued expansion of existing FEP contracts with community providers. Identify, track, and report the Mental Health Block Grant (MHBG) priorities, goals, and objectives.
    • Ensuring 10% expenditure of the mental health block grant for FEP is spent on the evidence-based practices.
    • Support and partner with the FEP Director in the ongoing development of Washington's very own Coordinated Specialty Care treatment program for FEP called New Journeys.
    • Meet all federally required expectations of the FEP Initiative including grant reports to SAMSHA on implementation progress and delivery of services.
    • Fiscal mapping and monitoring of the annual FEP budget Coordinate with HCA accounting and contractors to process and track payments and invoices with contractors in a timely manner. Compile and organize monthly program reports and data.
    • Review and analyze utilization patterns to help inform statewide delivery system design. Write and execute competitive procurements to develop new FEP Programs across the state in concert with the statewide expansion and objectives.
    • Collaborate with FEP Director in developing a benefit package for coordinated specialty care. Collaborate with FEP Director to conduct preparation of effective and clear materials and communications regarding FEP services and education including, but not limited to, writing of fact sheets, briefing papers, trainings, and providing presentations regarding system changes and potential impacts on the FEP initiative.
    • Ensure effective distribution of informational and educational materials. Attend monthly meetings with the New Journeys Network.
    • Lead and working closely with the FEP Director and contractor on the planning and implementation of the annual virtual/in-person gathering related to First Episode Psychosis.
    • Expands and enhances comprehensive community responses, services, and age-appropriate lists of recovery support community-based services for TAY and their natural support.
    • Work with FEP Director and HCA Communications on FEP marketing materials, updates, development, and distribution.
    • Ensure that TAY services for FEP statewide rollout are coordinated with other TAY policies and programming.
    • Cross-team coordination where populations intersect to coordinate services, maximize resources, and ensure that all transition age youth and families have access to developmentally and culturally appropriate services.

    Required qualifications:
    Option 1


    • Master's degree in behavioral health/social services field, and
    • 3 years of contract management experience, especially in behavioral health.
    Option 2


    • Bachelor's degree in behavioral health/social services, and
    • 5 years of contract management experience, especially in behavioral health.

    Experience must include:

    • Experience with federal or state grants such as grant writing and development, implementation, and monitoring.
    • Budget development and oversite (i.e., allocating resources for programs and services and monitoring expenditures, ensuring funds are used efficiently).
    • Behavioral health experience.
    • Excellent written and verbal communication skills and ability to work collaboratively with multiple stakeholders including youth serving system partners, providers, state, and local government officials and/or legislators and legislative staff in the analysis/development of policies and procedures, WAC, and statute for management of publicly funded behavioral health services.

    Note:
    Additional qualifying experience will substitute, year for year, for the required education.


    Preferred qualifications:

    • Knowledge of New Journeys/First Episode Psychosis.
    • Five or more years of experience in the administration of behavioral health programs and service with additional direct service clinical experience highly desirable.
    • Knowledge of federal and state behavioral health and social service laws, regulations, and guidelines.
    • Knowledge of behavioral health programs, System of Care principles and evidence-based interventions.
    • Knowledge of continuous quality improvement principles and application of performance measures, outcome measures and service standards to monitor service results.
    • Knowledge and work in the child, youth, and family serving behavioral health system.
    • Ability to work collaboratively to plan, analyze, and problem solve, identify policy needs, develop goals and objectives, and use data for decision making.
