    General Accounting & Reporting Assistant Manager

    The Office of Ken Burke, Clerk of the Circuit Court and Comptroller is recruiting passionate, forward-thinking individuals to join our award-winning general accounting and reporting team. In this role, you will help lead a team of accounting professionals that are responsible for financial reporting including the preparation of the Annual Comprehensive Financial Report, Annual Financial Report, Schedule of Expenditure of Federal Awards and State Financial Assistance, various other quarterly and yearly financial reports, and general accounting duties including fixed asset accounting, grant accounting, fund analysis, and reconciliations. This role provides a great opportunity to coach and develop a high-performing accounting team, identify and implement best practices, and demonstrate professional accounting knowledge.     The Assistant Manager is a key leadership position in the Clerk's Finance Division and the responsibilities are, but not limited to, assisting the Senior Manager with planning, managing, and directing all department operations. The ideal candidate must be able to exercise independent judgment and have the ability to deliver solutions for a wide range of administrative, business, and accounting opportunities that arise. This position regularly exercises judgment and represents leadership in meetings with internal stakeholders, constituents, and federal, state, and local regulatory bodies.

    This is a professional position that is responsible for performing highly accountable managerial/supervisory and administrative accounting functions in a multi-fund, mid-sized county government. The Assistant Manager will assist in overseeing and directing financial reporting, external audit responsibilities, and timely processing interim filing of state and federal reports for the Clerk of Circuit Court and Comptroller, and the Board of County Commissioners. This position will ensure compliance with applicable laws, accounting standards, and internal policies and confirm the integrity of financial activity and records within the Oracle Financials ERP System. Work involves oversight of the general accounting and reporting processes and transactions, reconciliation, and analysis of complex financial records involving budgetary and financial accounting. Duties require constant interface with an automated and integrated system, supervision and coaching of financial reporting and general accounting department staff, and serving as liaison with auditors to assist with managing audits and internal and external customers. The Assistant Manager will establish and evaluate workflows, production standards, performance metrics, and operational processes, making recommendations as necessary to improve and expedite operations. The Assistant Manager provides supervisory oversight and guidance to subordinates in resolving processing and procedural workflows within the framework of laws, rules, regulations, and policies.

    Serving as an ambassador of the Clerk of Circuit Court and Comptroller's office, and the Finance Division, the candidate will embrace the Clerk's Mission, Vision and Core Values, best practices, and customer service excellence while balancing the Clerk and Comptroller's constitutional obligations and roles.     What Would You Do?

    · Supervise professional staff responsible for general accounting, financial reporting, general ledger, and capital assets.

    · Maintain current working knowledge of GAAP, local government financial reporting requirements, Rules of the State of Florida Auditor General, Uniform Grant Guidance, GASB Pronouncements, and other evolving governmental accounting-related topics.

    · Ability to recognize and confer appropriately with proper leadership when significant departures from adopted policies or procedures are being considered.

    · Ability to oversee the daily workflow of the department and prepare performance evaluations.

    · Maintain the integrity and accuracy of timely reporting and filings of all federal, state, and local government reporting requirements.

    · Develop and enhance system processes related to general accounting and financial reporting.

    · Maintain the integrity and accuracy of financial information recorded in the general ledger and reported publicly in the annual financial report and various other reports.

    · Apply knowledge of detailed County policies and procedures of the Pinellas County Board of County Commissioners and the Clerk of the Circuit Court and Comptroller.

    · Prepare and analyze reports of complex financial records involving advanced accounting related topics.

    · Assist the Senior Manager with aligning department goals with the Clerk's Mission, Vision, and Core Values.

    · Assist in developing and presenting policies, procedures and training programs to all levels of staff.

    · Assist in maintaining internal accounting controls and system security controls.

    What Do You Need To Have?

    Experience – proven professional experience in government financial reporting, applying authoritative accounting guidance to accounting transactions and scenarios, including at least 2 years of supervisory experience.

    Education - degree in accounting or other related field.

    · At least 6 years of experience as described above.

    · Associate degree as described above, and 4 years of experience as described above.

    · Bachelor's degree as described above and 2 of years of experience as described above.

    · Masters degree as described above and 1 year of experience described above.

    · An equivalent combination of education, training and/or experience.

    Additional Requirements

    · Works a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

    · Demonstrated understanding of Generally Accepted Accounting Principles (GAAP) applicable to local governments, the State of Florida local government account laws and rules, Uniform Grant Guidance, and other governmental accounting topics

    · Experience demonstrating strong analytical and problem-solving skills with excellent organizational skills.

    · Experience managing a team of professionals.

    · Advanced skills with all Microsoft Office Programs: Excel, Word, Outlook and Teams.

    Highly Desirable

    · Certified Public Accountant, (CPA), Certified Government Finance Officer (CGFO), and/or Certified Public Finance Officer (CPFO)

    · 3 years of proven experience developing staff and leading a high-functioning, efficient accounting team.

    · Experience with Oracle ERP System, using, implementing, testing or managing efficient accounting processes.

    · Preference is given to those with multi-fund, mid-sized county government accounting experience.

    · Extensive analytical skills to ensure accuracy and integrity of accounting data, preference to those with experience using business analysis and data visualization tools.

    · Experience working in a public agency.

    · Experience preparing an Annual Comprehensive Financial Report and the requirements of the Government Finance Officer's Association's Award for Excellence in Financial Reporting.
