- The
Deputy General Manager (DGM
) of Mission Support serves as a direct report to the General Manager. Under policy direction from the General Manager, the
DGM plans, organizes, integrates, directs, manages, and evaluates the activities, operations, and services of the Mission Support Branch
departments, or other departments as assigned. The role involves ensuring that all assigned operations and functions serve the needs of internal and external customers/ratepayers throughout the Commission's service area while complying with applicable laws and regulations. The DGM of Mission Support is required to provide strategic planning, coordination, and oversight across multiple areas, including departments for Emergency Management, Health and Safety, Police and Homeland Security, Enterprise, Risk, and General Services (which includes Fleet and Facilities management).Essential Functions* - Supervises employees including selecting or recommending selection, training, assigning, and evaluating work, counseling, disciplining, and/or termination or recommending termination
- Maintains awareness of issues the GM/CEO considers current and critical
- Oversees and may direct all activities of the Mission Support Branch and its departments
- Coordinates branch/department activities with various departments and agencies
- Participates in formulating the Commission's Strategic Plan and budget; develops, implements, and monitors short
- Directs the development of branch operating and capital improvement budgets
- Policy Development and Compliance: Ensures operations and services comply with policies and strategic direction set by the General Manager, Board of Commissioners, and applicable laws and regulations
- Prepares analyses and recommendations regarding policy issues and longrange plans
- Advises the General Manager on policy issues, programs, and projects required to meet the needs of internal teams, communities, and customers
- Identifies, articulates, and implements solutions to address various matters
- Exercises direct supervision over managerial, supervisory, professional, technical, and administrative support staff
- Collaboration with emergency response teams to develop and implement disaster preparedness plans
- Supports coordination of emergency drills, training sessions, and tabletop exercises
- Ensures compliance with local, state, and federal emergency management regulations
- Provides support for communication protocols during crises
- Works closely with law enforcement agencies to enhance employee and public safety
- Fosters partnerships with federal agencies involved in homeland security to stay informed of emerging threats
- Supports the identification and assessment of organizational risks as well as development of risk mitigation strategies and policies
- Monitors compliance with risk management protocols
- Provides support and oversight to ensure the Commission maintains a safe and healthy work environment
- Responds to safety and healthrelated incidents promptly
Other Functions
- Responsible for tracking, monitoring, and following up on the progress of projects, action items, and strategies originating from the General Manager/CEO's office
- Performs related duties as required

- Excellent written and verbal communication skills and tact to effectively handle competing demands and priorities
- Knowledge of the functions of Federal, State, County, and local governments
- Knowledge of water/wastewater utility operations
Minimum Education, Experience Requirements
- Bachelor's degree in Business Administration, Public Administration, or related discipline
- 10+ years' experience in related specialty fields, including progressive managerial/supervisory responsibilities
