Accountant IV Gen Ledger

  • Performs complex (journeylevel) accounting work related to cost allocation, payroll journal processing, grant management, federal reporting, reconciliation, and other general ledger functions. Job functions include project/factor maintenance; federal and state reporting; federal and state audit requests; cost allocation corrections; general ledger entry including payroll reconciliation and journal posting; and assisting with annual financial report preparation. May provide crosstraining to other accounting staff on critical job functions. Works under little supervision and must have the ability to complete assignments with strict deadlines.

Essential Job Functions:


  • Prepares quarterly random moment time study, monthly head count, and annual TYC and JPC foster care cost allocation factors.
  • Prepares the agency's cost allocation reallocation entries.
  • Assists in the preparation of the agency's Annual Financial Report.
  • Prepares federal and state reports, prepares report proof sheets, and proofs monthly, quarterly and annual financial reports.
  • Prepares proof sheets for the quarterly unemployment compensation claim.
  • Prepares Prior Period adjustments (PPA) and Method of Finance (MOF) adjustments as needed.
  • Completes complex federal, state and internal audit requests as assigned.
  • Prepares Month of Authorization (MOA) adjustments and corrections required for payroll journals.
  • Reconciles and posts payroll journals.
  • Prepares public assistance cost allocation project/factors and cost allocation adjustments.
  • Prepares federal depreciation reports.
  • Prepares and enters account payable corrections.
  • Enters cost pool, encumbrances, and payables into USAS.
  • Performs other duties as assigned and required to maintain unit operations.

Knowledge Skills Abilities:


  • Knowledge and experience in governmental accounting and financial operations, including Cost Allocation, General Ledger, and Federal and State Reporting.
  • Intermediate skills in Microsoft Office products including Excel, Word, Access, and Outlook.
  • Knowledge of complex automated accounting systems including HHSAS, USAS, and CAPPS.
  • Knowledge of State of Texas accounting procedures including GASB and GAAP standards.
  • Ability to work within established deadlines.
  • Ability to prepare concise reports.
  • Ability to prioritize assignments and meet work deadlines.
  • Ability to interpret complex Federal and State regulations.
  • Ability to establish and maintain effective working relationships with coworkers, other agencies, and the public.
  • Ability to follow oral and written instructions.
  • Ability to communicate effectively verbally and in writing.
  • Advanced problemsolving skills related to administrative/accounting policies and procedures.
  • Ability to work independently with little supervision.

Initial Selection Criteria:


  • Graduation from high school or equivalent
  • 4 years fulltime accounting, auditing, financial operations, banking, or budget experience OR
  • Graduation from an accredited fouryear college or university plus 2 years fulltime accounting, auditing, financial operations, banking, or budget experience.
  • Experience with accounting principles and procedures; preference for governmental accounting experience
  • Experience in HHSAS/CAPPS FIN and USAS preferred.
  • Experience in State and Federal financial reporting, reconciliation, ledgers, and financial data using automated accounting systems.
