Summary:


The Inspector I position is responsible for performing inspections and documenting results using the County's online permitting/inspections system to ensure compliance with the County's Zoning and Nuisance Abatement codes.

Required inspections are initiated by zoning approval of development plans and complaints of alleged violations. Inspectors are responsible for drafting violation notices and coordinating compliance with property owners.

Work includes coordination with other inspections staff, planners, and attorneys and staff from the County Attorney's Office and nuisance cases must be presented to an appointed citizen board in hearings open to the public.


Essential Job Functions:


  • Leads, conducts, and participates in inspections and prepares reports as required.
  • Leads, conducts, and participates in the investigation of complaints concerning potential code violations. Utilizes applicable enforcement actions and performs follow up inspections as needed.
  • Provide notification of violations. Performs follow up inspections as needed.
  • Conducts a technical review of issued construction plans, specifications, asbuilts, testing results, site development plans, and other items as assigned.
  • Testifies in court and/or before boards and committees as required. Performs case preparation for all cases; posts legal notices, as necessary.
  • Coordinates and communicates with property owners, developers, contractors, engineers, and other jurisdictional authorities to resolve complaints and/or issues.
  • Receives and responds to inquiries from the general public.
  • Prepares letters, correspondence, and reports.
  • Maintains files and reviews for followup investigations.
  • Transfers information to violation record.
  • Recommends the purchases of inspection supplies and equipment.
  • Works with other county departments during weather related and other emergencies.
  • Performs other related job duties as assigned.

Qualifications, Knowledge, Skills, and Abilities:


Education and Experience:


  • Completion of a twoyear planning technician, engineering technology, code enforcement, law enforcement or related program. Specialized construction training courses may be taken into consideration.
  • Two (2) years of experience in building, electrical, plumbing, construction, repair, maintenance, zoning, livability inspection work, planning, engineering, inspections and/or enforcement related work.

Licenses or Certificates:


  • Valid driver's license.
  • Maryland Department of the Environment Sediment and Erosion Control Certificate must be obtained within one (1) year.
  • Confined Space Entry must be obtained within one (1) year.

Special Requirements/Qualifications:


  • This position is required to receive climate competency training level 1.

Knowledges, Skills, and Abilities

  • Knowledge of the purpose and nature codes, regulations, and ordinances.
  • Knowledge of construction methods, materials, standards, and applicable codes.
  • Knowledge of standard, land surveying, and construction testing equipment and methods.
  • Knowledge of PC Operations.
  • Knowledge of the principals and practices of assigned specialty/discipline area. Discipline areas may include Building Code enforcement, Water, Sewer, Grading, Storm Drainage, Stormwater Management, Sediment & Erosion Control, Roads, Stormwater Management Maintenance, Zoning and Nuisance.
  • Ability to conduct onsite inspections of structures and ground in varying conditions.
  • Ability to conduct investigations using effective investigative techniques and provide follow up enforcement.
  • Ability to bring design conflicts and/or issues to the attention of the appropriate personnel.
  • Ability to assist the public, clientele, and others in utilizing services and departmental policies and procedures.
  • Ability to maintain and write clear and concise records and prepare related reports and correspondence.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with others encountered in the work; work under difficult and/or stressful situations.
  • Ability to organize work, set priorities, meet critical deadlines, and follow up on assignments with a minimum direction.
  • Ability to carry out daily assignments, follow through on matters, and use independent judgment and training to take appropriate actions to deal with standard and varying situations.

PHYSICAL DEMANDS

  • The work is mostly sedentary with periods of light physical activity and is performed in office and field surroundings. Typical positions require workers to walk or stand for long periods; walk over uneven terrain; lift and carry up to 100 pounds; climb stairs, ladders, and scaffolding; bend, reach, hold, grasp and turn objects; feel the size, shape and temperature of items; and use fingers to operate computer or typewriter keyboards.
