    About the Position

    The Olympia Parks, Arts and Recreation Department is looking for a motivated, knowledgeable professional to join the Parks Planning & Design section as a Senior Engineer.

    The successful candidate will join our team in the planning, design, construction inspection, and project management of various park development and major maintenance projects that are part of the Parks Department's approximately $7 million annual capital budget.

    Key responsibilities of the Senior Engineer position are to provide coordination and oversight to two Project Engineers, provide engineering project management for major park construction projects, and oversee the parks capital asset management program.

    This is an exciting opportunity for engineers who enjoy being involved in all phases of project development. A flexible and hybrid schedule is available.
    Ideal Candidate Profile
    The ideal candidate will have the following knowledge, skills and abilities:
    Experience in engineering design and construction oversight.
    Understanding of land use and construction permitting processes and requirements.
    Experience in preparing specifications and contract documents using the WSDOT Standard Specification format and CSI specification format.
    Understanding of public works contracting.

    Strong verbal and written communication skills, including working well with others, both individually and as a part of multiple design teams, in a schedule-driven environment.

    Experience working with design consultants and construction contractors.
    Holds a Professional Engineers license.

    ESSENTIAL FUNCTIONS
    The essential functions of this position include but are not limited to:

    • Responsible for construction project or capital facilities project funding coordination activities; development of construction project scope of work, engineering design, task estimates, identification of resources, plan specifications and cost estimates.
    • Responsible for compliance and coordination with various Federal, State, and local agencies involved in the funding or permitting process.
    • Review projects for compliance with the Growth Management Act and assure requirements are met.
    • Plan, research, and present major reports on project status.
    • Monitor and update budgets and/or timelines for projects; establish CFP budget schedule for departments city-wide; research and establish long-term project budgets and forecast funding impacts; recommend options and alternatives for corrective measures, when necessary.
    • Ensure timely preparation and presentation of project budget and progress reports.
    • Develop appropriate assessment method, present information to participants, and consult with individuals or organizations to negotiate specific project solutions.
    • Responsible to supervise assigned professional and technical staff in the completion of project team's work programs, including work scheduling and planning, performance standards and evaluation, resolution of disciplinary or performance issues, and selection decisions.
    • Punctual, regular and reliable attendance is essential for successful job performance.

    TYPICAL QUALIFICATIONS

    Knowledge/Skills/Abilities:

    • Knowledge of current principles, practices, methods, and techniques of civil engineering. Knowledge of principles and practices of project management.
    • Knowledge of current construction methods, costs, and cost estimating.
    • Knowledge of both project and municipal budget preparation.
    • Knowledge of various methods for assessing property owners during the LID process.
    • Knowledge of current principles and practices of supervision.
    • Skill in planning and organizing the work of others.
    • Skill in problem resolution using diplomacy, respect, and professionalism.
    • Skill in the operation of various computer programs.
    • Skill in coordinating the activities of employees from various sections.
    • Skill in working with property owners.
    • Skill in presenting information to groups with varying degrees of construction experience.
    • Ability to plan, organize, schedule, direct, and evaluate the work of others.
    • Ability to establish and maintain cooperative and effective working relationships, draw on the expertise of others, and lead a technical team.
    • Ability to communicate technical information effectively, using various media.
    • Ability to create/present technical information in data or graphic format.

    Experience/Education:

    • Graduation from a four year college or university with a degree in Civil Engineering, Engineering Management, Construction Management, or other related field required; and two years of progressively responsible related experience required. Additional related experience may be substituted for the education requirement.

    Special Requirements:

    • Washington State Registered Professional Engineer (P.E.) License is required. Valid Washington State Driver's License is required.

    $103, $126,393.28
