I have a Belgian Shepherd who went out to the street at 4 months old. He was supposed to go out at 3 months, but he caught a parasite which delayed his outing. During his first days out, he would bark at people, but he gets along well with other dogs. However, when he is on a leash, he acts tough. He is comfortable at the dog park, but he has a problem on the street. He is very afraid of people, noises, cars, and other things. I must mention that he is a bit calmer now, and I always try to correct his behavior. His fear prevents me from teaching him how to walk properly. Many people have told me that his fear will gradually go away, and they assure me that some of their dogs were the same. However, I don't want to wait too long for him to adapt correctly.
